Main responsibility:
· Ensure the implementation of Emergency nutrition and WASH activities in the field office as defined on the work plan in coordination with staff of with respective projects
· Liaise with concerned government authorities and ensure the programme strategy, objectives and activities are understood and agreed and appropriate communication channel is in place
· Participating in the Zonal/ Regional Nutrition and WASH Technical Working Group, develop meeting agendas and documentation and dissemination of the technical working group meetings minutes and recommendations
· Coordinate and manage CMAM and WASH activities with Mercy Corps woreda/zone level, TSFP officer and OTP/SC Nurses, WASH officers and government offices like regional and woreda health, water offices and food security/ early warning offices.
· Providing technical support for regional/ zone/ woreda health staffs in the development and dissemination of key messages of nutrition promotion, hygiene and sanitation, and IYCF related practices and behaviours targeted.
· Ensure quality of CMAM and WASH activity implementation as per the national protocol and Mercy Corps policy.
· Coaching Emergency Nutrition and WASH staffs & create smooth working environment in all levels of the project area.
· Organize regularly evaluation meetings of team members
· Organize monthly meetings with the team and report the outcome
· Ensure deliverability of monthly CMAM and WASH report and progress report on time and aligned with the woreda/ RHB, and monitoring and reporting as per the national standard/ protocol.
· Developing effective quality improvement standards and approaches for improved quality of clinical nutrition care services in collaboration with government and other partners.
· Ensure that lessons and best practices derived through implementation of Emergency Nutrition and WASH project are well articulated and documented
· Closely work with the on-going PRIME nutrition and Infrastructure team for sustainability and ensure program integration.
Specific Responsibility
· Ensure proper nutrition and medical management and nutrition/health education sessions are provided to the beneficiaries according to the Mercy Corps & National protocols which are respected and followed in the treatment centers.
· Come up with a comprehensive capacity development plan within the identified Emergency Nutrition and WASH areas
· Evaluate the effectiveness of capacity building trainings and hygiene campaigns and develop the report and design the follow-up mechanism
· Closely work with the field senior staff in the planning the implementation of the local capacity building activities
· Be directly responsible for the technical guidance, management and implementation of the Water, Sanitation and Hygiene (WASH) activities
· Organize and carry out nutrition trainings for partners, especially MoH personnel where possible (e.g. technical workshops, training on SAM guidelines, IYCF and CBN guidelines, etc).
· Effectively manage the Nutrition and WASH activities using appropriate tools to ensure projects are delivered on-time, on-budget and to the expected quality.
· Ensure that minimum standards of technical quality are adhered to in all emergency nutrition and WASH activities and interventions, which are technically appropriate, suitable for the given emergency stage, realistic and on budget.
· Ensure effective and timely construction and management and operational systems are established at all completed water and sanitation infrastructure, which are appropriate for the emergency stage and that take account of the projected course of the emergency situation.
· Provided formal and on job training and supportive supervision for Mercy corps woreda level CMAM officer and woreda / kebele level health workers.
· Oversee field activities such as community mobilization, nutrition and health education sessions and community screening by CDF’s (community nutrition workers and volunteers).
· Monitor program activities to ensure that treatment centers achieve acceptable performance indicators (such as cure rate, defaulter, death, non-response rates) and IYCF implementation based on SPHERE standards.
· Monitor and evaluate the impact of programs through regular field visits, data collection and reports.
· Preparing and deliver monthly and quarter reports on overall nutrition activities to deliver on time base.
· Follow up and provide ongoing technical support to the activities of the trained health staff
· Ensure integration through collaborate and communicate with other program activities (Livelihood & WASH) at a program planning and implementation level.
· Plan adequate food and non-food items for each distribution sites and follow up on other logistics requirements of feeding programs and job-aid materials for IYCF with the Logistics department and in collaboration with CMAM staffs.
· Collaborate with local authorities and community for the acceptance of programs and activities
· Liaise and coordinate with local stakeholders and MoH personnel regularly, reporting to them and giving them updates on activities.
· Collaborate with the potential partners on the field (health centers, health educators, local committees) to improve the coverage and the efficiency of the programs.
· Establish and oversee links with other facilities and programs in the area (for example, GFD, school feeding, food for recovery/work programs) where appropriate.
· Collaborate with partners where possible (e.g. UNICEF, WFP etc in nutrition/health/flood assessments in the area that may have an impact on our programs).
KNOWLEDGE AND EXPERIENCE:
· BSC degree in Health, Nursing, Nutrition and other relevant fields of study and over 5 years of practical experience in emergency nutrition (preferably CMAM experience) and WASH.
· Knowledge and practical experience of National CMAM and WASH protocol and policy and practice in the field of emergency nutrition and WASH intervention, health/nutrition education.
· Skill in coordinating similar project on job hands on training for health workers
· Knowledge and practical experience in implementation and coordination of community based emergency nutrition, water, hygiene and sanitation activities
· Knowledge and experience on emergency nutrition related programs such as WASH, Livelihood and food aid.
· Ability to plan and organize work independently with appropriate follow up while paying close attention to detail and show initiative in completing tasks and projects in a timely manner
· Supervisory skills with proven ability to manage a demanding workload
· Experience on CMAM and WASH reporting tools and MOH nutrition data base.
· Computer literate in word processing and excel packages.
· Excellent spoken and written English languages; and local languages of the project area is essential.
Desirable:
· Ability and willingness to frequently travel to villages and willingness to reside in rural areas
· Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to distribution sites
· Good interpersonal and communication skills
· Experience in closely working with regional and Woreda Health and Water Offices and health centers
· Previous experience working for NGOs an asset
· Ability to prepare program reports Knowledge of local language;
· Communication skill, good human relations
· Firm belief in teamwork, gender equality
