In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian government and international donors.
Ethiopia is one of the Sub-Saharan African countries most seriously affected by environmental problems such as land degradation. In order to reduce these impacts, the Government of Ethiopia (GoE), in collaboration with its development partners, has been implementing the Sustainable Land Management Programme (SLMP) since 2008. Deutsche Gesellschaft für internationale Zusam-menarbeit (GIZ) is currently supporting the Ethiopian Government’s efforts with the Sustainable Land Management Programme (GIZ-SLMP) operating in the country’s highland regions and with the Strengthening Drought Resilience Programme (SDR) which focuses on pastoralist lowland areas. In early 2016, the Federal Democratic Republic of Ethiopia and the European Union (EU) agreed to launch a new support programme to SLMP under the title “Support to the Sustainable Land Management Programme in Ethiopia” (EU Support to SLMP). The action is fully harmonised with the Government of Ethiopia’s SLMP results framework and builds on the ongoing SLMP and the aforementioned GIZ programmes. Against this background, GIZ is currently recruiting a senior advisor (social development and income generating activities) for EU Support to SLMP (duty station: Addis Ababa, with frequent duty missions to Yayu and Bale eco-regions), matching the following profile:

Responsibilities:
· Facilitate GIZ-SLM’s / EU Support to SLMP’s capacity development activities as defined in the Operational Manual (OM) for GIZ-SLM service delivery
General Tasks:
· Address capacity development needs in his/her specific fields of expertise on zonal and woreda levels, in line with the principles and mandates as defined in the GIZ-SLM OM
· Provide trainings in his/her specific fields of expertise in accordance with GIZ-SLM standards and in line with EU Support to SLMP
· Provide technical support and backstopping in his/her specific fields of expertise to SLMP implementing bodies on zonal and woreda levels in close collaboration with the eco-regional coordinators
· Ensure the cascading of trainings to community level according to annual work plans
· Provide coaching to trained trainers during implementation of cascaded trainings
· Follow up on agreements and recommendations from technical cooperation field support in close collaboration with the responsible eco-regional coordinator
· Communicate knowledge products that improve quality of service delivery to the eco-regional coordinator as defined in the GIZ-SLM OM
· Report on monthly basis to the project manager according to the standards as defined in the GIZ-SLM OM
Specific Tasks:
· Facilitate networking between the different woreda offices involved in formation of groups or associations, such as Office of Agriculture, Cooperative Office, Micro and Small Enterprise Office and Women and Youth Affairs Office, etc.
· Provide guidance and support to SLMP zone and woreda focal persons on formation of platform at woreda, kebele and community levels in accordance with the CBPWDG
· Provide guidance and support to SLMP zone and woreda focal persons on the formation of Community Based Organizations (CBOs), such as watershed user associations and self-help groups for sustainable management of rehabilitated lands in accordance with the PIM and/or regional proclamations
· Provide guidance and support to SLMP zone and woreda focal persons on formulation of byelaws for watershed user associations and self-help groups for sustainable utilization of natural resources in accordance with steps outlined in IGA Guideline or existing partner documents
· Provide training of trainers to SLMP implementation staff at regional level to consequently strengthen capacities on zone and woreda levels in participatory approaches for institutional development on kebele and community levels
· Provide guidance and support to SLMP zone and woreda focal persons on the elaboration of basic business plans for individual farmers and self-help groups on income generating activities according to the IGA guideline and PIM
· Provide guidance and support to SLMP zone and woreda focal persons on cross-cutting issues, screening environmental and social impacts of SLM measures and developing mitigation measures
· Provide technical support and backstopping in field of institutional development to SLMP implementing bodies on zone and woreda levels based on the demand identified as per the coordination by the eco-regional coordinator
· Provide zonal level cluster trainings on community level institutional development for woreda staff in collaboration with eco-region cluster advisors and eco-regional coordinator
Competences:
· Excellent technical knowledge of social development measures, community organisation and income generating activities
· Proven track record as trainer in social development projects
· Professional experience as an advisor in rural development
· Experience in livestock topics and issues will be considered as an asset
· Basic knowledge on project cycle management, especially monitoring and evaluation of outcomes and impacts
· Excellent communication skills to handle stakeholders with different interests, practice active listening as core principle of advice, capability of concise and coherent reporting along standard formats
· Good English language skills, both written and oral
· Excellent knowledge of regional language
· Excellent computer skills, esp. Microsoft Office
· Good communication, interpersonal skills and team spirit
· High degree of initiative, integrity and accountability
· Knowledge and understanding of SLMP guiding documents (PIM, CBPWDG, etc.) will be considered as an asset
Qualifications and Experience:
· MSc or BSc in rural engineering, small-scale irrigation, hydrology or related field
· Minimum of five years of experience in the area of participatory planning, community organization and mobilization, byelaw formulation, design of income generation schemes and implementation of income generating activities
