GIZ promotes complex reforms and change processes.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian government and international donors.
Ethiopia is one of the Sub-Saharan African countries most seriously affected by environmental problems such as land degradation. In order to reduce these impacts, the Government of Ethiopia (GoE), in collaboration with its development partners, has been implementing the Sustainable Land Management Programme (SLMP) since 2008. Deutsche Gesellschaft für internationale Zusam-menarbeit (GIZ) is currently supporting the Ethiopian Government’s efforts with the Sustainable Land Management Programme (GIZ-SLMP) operating in the country’s highland regions and with the Strengthening Drought Resilience Programme (SDR) which focuses on pastoralist lowland areas. In early 2016, the Federal Democratic Republic of Ethiopia and the European Union (EU) agreed to launch a new support programme to SLMP under the title “Support to the Sustainable Land Management Programme in Ethiopia” (EU Support to SLMP). The action is fully harmonised with the Government of Ethiopia’s SLMP results framework and builds on the ongoing SLMP and the aforementioned GIZ programmes. Against this background, GIZ is currently recruiting a senior advisor (monitoring and evaluation) for EU Support to SLMP (duty station: Addis Ababa, with frequent duty missions to Yayu and Bale eco-regions), matching the following profile.
Position: Senior Advisor M&E
Remuneration: As per the GIZ scale

Responsibilities:
· Develop and implement tools for results-based monitoring of the project progress and achievements based on the overall M&E framework
· Support and guide data collection in the field in coordination with all relevant stakeholders
· Develop and implement tools for data management
· Implement and coordinate data collection, processing and analysis for baseline and endline studies and constant follow-ups
· Collate and analyze progress data and present in a timely manner in line with reporting schedules and as need arises in the course of project implementation
· Plan and guide national and international short-term experts for P,M&E
· Produce progress reports
· Provide relevant inputs for reporting beyond EU Support to SLMP
· Implement and coordinate evaluation of project impact
Tasks:
· Facilitate capacity building initiatives of staff and partners on M&E processes within the project
Competences:
· Thorough knowledge on planning methods
· Proven record of establishing M&E systems
· Knowledge and understanding of SLMP guiding documents (PIM, RMB&E, CBPWDG, Exit Strategy, etc.)
· Excellent communication skills to handle stakeholders with different interests, practice active listening as core principle of advice, capability of concise and coherent reporting along standard formats
· Solution orientation
· Good English language skills, both written and oral
· Excellent computer skills esp. Microsoft Office and statistical software packages commonly used for data analysis
· Good communication, interpersonal skills and team spirit
· High degree of initiative, integrity and accountability
Qualifications and Experience:
· Master’s Degree in applied social sciences, development economics, socio-economy, rural development or related subject
· Minimum of 5 years professional experience in P,M&E, preferably acquired in rural development projects
· Thorough experience in application of participatory approaches
· Experience in data collection, statistical analysis, qualitative research, and dissemination of results
