The Comitato Internazionale per lo Sviluppo dei Popoli (CISP) (International Committee for the Development of People) is an international NGO established in 1983 in Rome, Italy and currently operating in 30 countries in various parts of the world. CISP has been operating in Ethiopia since 1986 through relief, rehabilitation and development projects. In collaboration with various local partners CISP is actively implementing projects in Ethiopia in the area of humanitarian assistance, agriculture, food security, livelihood, Education, CMDRR, WASH and other social development projects.
CISP in partnership with Aged and Children Pastoralists Association (ACPA) has implementing a project entitled “Promote Education Opportunities for Pupil Lacking Expectation (PEOPLE) in the Liben Zone of Ethiopian Somali Regional State (Ethiopia)” with the fund secured from Italian Development Cooperation. The three years the education sector support project was started January 2016. The overall objective of the project is to contribute for the improvement of the education sector service delivery in the project target areas, particularly focusing on promotion girls’ education in Filtu and Hudet woredas of Liben zone.
In addition to this project, CISP in partnership with CCM is implementing two short term (one year) WASH and DRR projects in Filtu and Deka Suftu woredas of Liben zones. The projects include traditional ponds and Birkas upgrading, installation of water filtration system in the upgraded ponds, rehabilitation of boreholes as well as hygiene and sanitation activities.
JOB SUMMARY:
The post holder will be responsible for coordination, planning, implementation, monitoring and controlling of construction activities of the PEOPLE and WASH projects in Filtu, Deka Suftu and Hudet woredas. S/he will be expected to work closely with the target communities; the project team, partner NGOs and respective operational district and regional level stakeholders. S/he will be responsible for the timely implementation of the structural construction plan as per the approved project document; and government and donor requirements and CISP standards.
MAJOR ROLES AND RESPONSIBILITIES:
The engineer is responsible for providing technical engineering, cost estimation, reporting, and quality assurance of the project which he/she is assigned.
Prepare detail bid document and take part in bid analysis and contractor selection,
Detailed project planning and monitoring.
Prepare a bill of quantities and design for the construction of Girls’ hostel and school rehabilitation works,
Prepare design and bill of quantities for surface pond and underground water tanker/Birka
Monitoring project progress and performance.
Check and approve contractors/subcontractors takeoff sheet
Resolving cross-functional issues at project levels.
Maintain a detailed Quantity log to ensure accuracy of the project cost
Schedule and expedite delivery of materials
Providing status reports to the project coordinator and the head office.
Indentify, manage and sometime facilitate technical training for project beneficiaries, government and project staff.
Liaison with, and updates progress to, project stakeholders and senior management.
Taken part in planning, resource utilization schedule and procurements.
Control and lead the effective and efficient utilization of the organization resources.
Contribute for the field office project management Jobs and future development;
Perform other tasks as requested.
Job Requirement
QUALIFICATIONS AND EXPERIENCE REQUIRED
BSc degree in Civil Engineering, Construction Management, water engineering, or related fields;
Minimum of 5 years for first degree or 7 years for advanced diploma proven experience in relevant jobs,
Work experience in NGOs or similar organization is an asset/advantageous
Experience and knowledge of the Somali culture, language, tradition and pastoral context;
KNOWLEDGE AND SKILLS SPECIFIC TO THE POST:
Knowledge and Experience in construction management under development and emergency programs;
Proven ability to manage a complex and demanding workload;
Excellent Report Writing and English proficiency skills;
Good communication, interpersonal and organizational skills;
Computer and Engineering software applications skill.
