Organization Background:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.
The IRC has been working in Ethiopia since 2000, currently working in six regions in providing relief services to refugees, victims of drought, and war affected populations.
Summary Statement of Duties and Responsibility
The Water Quality Officer reports TO THE Environmental health manager, and is responsible for ensuring the supply of potable water to more than 70,000.00 refugee of and host community of members in Melkadida and Kobe refugee camps. Primary responsibility includes overseeing the proper treatment of water at treatment plants; supervisions and monitoring of regular water quality activities; set up of water quality data management system ( data collections , entry , analysis , reporting); and conducting regular training to build staff capacity on water quality . The water quality officer position also requires proper management of equipment’s, consumable and other resources under the program reporting periodically to the supervisors.

Operations:
· Ensure proper treatment / distinctions of water at treatment plant
· Establish clear and straightforward management system including Jar test, Alum dosage, Chlorine dosage, chemical preparations, etc.
· Organized regular water quality monitoring system and conduct regular water quality test starting from the intake , to different stages of treatment plan; tap stands , storage reservoirs and house hold levels , etc. to ensure refugee and host community are supplied with safe water as per the UNHCR and intentional standards.
· Develop necessary formats and database for regular water quality data collections, data entry, storage, and analysis and report productions.
· Raise Purchase requests for procurement, of equipment, reagents, treatment chemicals, and ensure the availability of the entire necessary item in stock for regular water quality test and operations.
· Ensure the cleaning of treatment plant units , service reservoir , and clean water well at regular and schedule intervals
· Prepare the operations and training manual for the water treatment plants and quality monitoring operations.
· Work with the Environmental health team and coordinate with others IPs on information’s sharing related with water quality and promotions of proper water storage at household level.
· Summarized and produce weekly and monthly water quality report and share for each refugee camps to inform the status and actions to be taken.
· Contribute in different WASH coordination meetings in representing IRC at Melkadida and Kobe Camps
· Serve as the focal person for water quality issues for Melkadida and Kobe camps and head water quality laboratory
Capacity Building;
· Conduct annual regular trainings /refresher/ for water quality team members at Melkadida and Kobe refugee camps including all water Operations team , Assistant water quality officers , and water treatment operators and quality monitoring and sanitations and hygiene promotions team
· Prepare notes , modules and other related resources regarding the training components and share for the trainees
· Organize the laboratories with the necessary equipment’s, manual for equipment’s, books and other references materials.
Skills and Qualifications
· Diploma or Degree level qualifications in sanitary / Environmental engineering, Environmental health, Applied Chemistry, Applied biology, or other relevant fields.
· Minimum 6 years work experiences for Diploma or 4 years experiences for BSc Degree on similar Job Positions.
· Previous experiences of managing / monitoring of town water supply; particular in surface water treatment and quality monitoring activities.
· Good written and spoken English.
· Good in Microsoft office ( especially with excel)
