ROLE PURPOSE:
Under the general supervision of the Senior Program Manager of the LI-WAY Program, the Public-Private Sector Capacity Development Specialist (PPS-CDS) is responsible to facilitate and coordinate an inclusive market system development interventions focusing on building capacities of public and private sectors and poor people including women and youth to ensure their inclusion. During the diagnosis of selected market systems, the PPS-CDS will technically lead the stakeholders mapping and analysis for identifying systemic issues, design and facilitate strategic interventions to address the identified bottlenecks. More importantly, S/he will lead skill market development and social protection, human rights, etc. S/he is responsible to liaison with key stakeholders including TVETs, Ministry of Youth and Sport, Ministry of Women and Children, local government departments, private sectors, youth associations etc. In addition, work involves considerable monitoring, assessing and providing detailed reports to line manager vis-à-vis Technical capacities and improvement of both the service providers and the LI-WAY targets.
Besides, PPS-CDS is responsible to provide technical leadership in assessing, planning and providing the facilitative supports to the service providers of the sectors. The incumbent plays catalytic roles to help the relevant sectors to understand the objectives of the project and coordinate integrated skill development services of both public-private sectors to poor women and youths in Addis Ababa. The PPS-CDS is going to smoothly manage the innovative funds that might be injected by the project to the grantees in order to improve their capacity and/or provision of customized services to the targets of LI-WAY.
Reports to: Senior Programme Manager-Livelihood Improvement for Women and Youth (LI-WAY) through Market Facilitation in Addis Ababa
Staff directly reporting to this post: Nil (However, the post holder indirectly manages and building the capacity of the sectors’ technical staffs who are involved in the customized service provision and supports to components of the project. The capacity buildings are through coaching, mentoring, providing technical support, and curriculum development, etc.
