General Assignment
This post aims to strengthen the FSL/DRM programs throughout the country, providing technical support and capacity building to programs and assisting in the development of a national FS and DRR/M strategy. This post works closely with both the FSL/DRM TA and Program Managers at field level. As a direct support to ACTION AGAINST HUNGER FSL resilience building, recovery projects and FS emergency response, approximately 50-60% of the time will be spent in the field.
Responsibility:
1: Provide technical support to the field programs:
The Deputy FSL/DRM TA is responsible for:
· Undertake regular capacity need assessment of FSL program team and provide capacity development support;
· The development and implementation of support measures offered to the PM and FSL team
· Provide technical assistance on monitoring, data collection, reviewing questionnaire, designing sampling strategy and methodology, data encoding and data analysing to field teams.
· Ensure that program targets and objectives are being met per proposal guidelines
· Prepare reports on visits, including actions taken and recommendations
· Ensure that program protocols are being implemented and respected
2: Assist the FSL/DRM TA with program coordination and reporting
The Deputy FSL/DRM TA is responsible for assisting the TA in ensure timely and accurate reporting. Duties may include:
· Planning and coordination of a program and its activities
· Preparing program procurement plan and procurement request.
· Monitor program expenditures ensuring that budget allocations are adhered to.
· Participate in the recruitment process of program staff, reviewing job description, tests, interview grid, etc.
· Collecting and correcting the weekly, monthly and quarterly program reports coming from filed and drafting national level reports to be submitted to DCDP via the TA.
· Enabling the coordinator to have a global analysis and to report to the donors especially in the area of FSL, DRR, Early warning Information and Climate Change Adaptation.
· Develop tools to monitor FSL/DRR activities;
· Work with program managers and Field Coordinators at field level to prepare first draft interim, intermediate, and final program reports of the department.
· Supporting ACTION AGAINST HUNGER FSL needs assessment and response activities at field level.
· Formally report and inform Senior Management of the ground situation for timely and comprehensive decision making.
· Evaluate program effectiveness to develop improved methods.
· Performs all other job-related duties as assigned.
3: Establish training and skills development for ACTION AGAINST HUNGER teams
The Deputy FSL/DRM TA is responsible for:
· Consulting with the PM to determine training needs of their teams (in coordination with the TA)
· Proposing training plans and assisting PMs in developing/identify the required resources to evaluate and carry out trainings programs
· Ensuring that the PM is capable of independently continuing and monitoring the technical level and training needs of teams
· Creating standard training tools to be used in the future for other similar programs in the country
· Make recommendations to the FSL/DRM TA for on-going technical support to PMs
4: Assume activities in absence of the FSL/DRM TA
The Deputy FS/DRM TA is responsible for:
· Represent ACTION AGAINST HUNGER in different FSL/DRM related coordination platforms at national level (e.g. DRM/ATF, Livestock Working Group, Cash Working Group etc) and actively contribute and influence; ensure timely delivery of external reporting requirement at national level (e.g. 4W)
· Acting as the direct supervisor for PMs in the absence of the FC and the TA
· Design the MEAL approach and system with the M&E team, and support in the monitoring of the programme and its impact on the food security and livelihoods of the community in operational areas;
· Ensure that FSL/DRM interventions are undertaken according to technical standards (LEGS, Livestock Working Group Guidelines, Emergency Seed Guideline, Core Humanitarian Standards etc);
· Ensure that reporting deadlines and reporting quality are meet.
Qualification and Experience: Master’s or Bachelor Degree in Relevant (Food Security, Development Studies, Disaster Risk Management, and related field), with minimum five years of experienced on the field of Food Security, Livelihood, DRM and emergency response project implementation and designing. Experience with international NGOs working environment.
Required skills: Management experience, previously working in wider emergency assessment and response programmes including food security, WASH and Nutrition. Knowledge of or familiarity with standard of SPHERE, hard-working team player. Ability to cope with stress, analytical skills, ability to capitalize upon experience. Highly developed relationship building, negotiating, and verbal and written communication skills
