INCLUSIVE VSLA PROJECT FACILITATOR
The Ethiopian Center for Disability and Development (ECDD) was established in 2005, and re-registered by the FDRE Charities and Societies Agency as an Ethiopian Resident Charity. ECDD works collaboratively with other organizations to promote facilitate and build capacity for “disability inclusive development” – the inclusion of disability issues and persons with disabilities in mainstream government and non-governmental service delivery and development projects and programs in Ethiopia. ECDD is presently implementing 10 donor-funded projects in 6 regions of the country and in Addis Ababa and Dire Dawa city administrations.
ECDD is now launching a new project entitled “Promoting inclusion of persons with disabilities in village savings and loan associations (VSLAs) in Ethiopia” in collaboration with CBM Ethiopia. The project is aimed at promoting, facilitating and building the institutional capacity of selected International NGOs already engaged in supporting VSLAs for the inclusion of youth and adults with disabilities in existing and new VSLAs in 4 Regions (Amhara, Oromia, SNNPR and Tigray) and two city administrations (Addis Ababa, Dire Dawa) of the country.
General Description
The Inclusive VSLA Project Facilitator is required to facilitate ECDD VSLA project activities in the assigned region. The ECDD VSLA Project Facilitator reports to the ECDD Project Coordinator, and is responsible for planning, organizing, implementing, supervising, monitoring, follow-up and reporting on all activities of the ECDD VSLA project in the Oromiya Region.
SPECIFIC DUTIES AND RESPONSIBILITIES
The Local ECDD Inclusive VSLA Project Facilitator directly reports to the ECDD Project Coordinator and is responsible to:
1. Support and follow-up CPOs (Cooperating Partner Organizations), DPOs (Organizations of Persons with Disabilities), CBOs (Community Based Organizations) and CBR (Community Based Rehabilitation) Organizations to Identify and select persons with disabilities who will be willing to form and be members in inclusive VSLAs;
2. Work with the project coordinator in identifying capacity gaps of VSLAs; design and implement most feasible capacity building activities based on identified gaps and project indicators;
3. Facilitate, monitor, evaluate and provide ongoing VSLA methodology training to disability-specific VSLA groups/group representatives; and disability inclusion awareness (DIAT) training to partners and stakeholders;
4. Facilitate and provide short term disability inclusive training in Basic Business Skills (BBS) and Business Development Skills (BDS) for members of VSLAs;
5. Follow-up and provide technical support to members of VSLAs who have started income generating activities (IGAs);
6. Facilitate and supervise overall operations of the region with regard to the inclusive VSLAs implementation through on site visit and address the challenges identified;
7. Work with the project coordinator to hold regular meeting and liaise with partners (CPOs, DPOs, CBOs, FBOs, CBM supported CBRs and Regional/Woreda level government bureaus) to promote and facilitate disability inclusive VSLAs;
8. Regularly collect, document and review inclusive VSLAs community level data disaggregated by age, gender, and types of disability through excel and VSLA Management Information System (MIS);
9. Support/work with the project coordinator in the adoption, preparation, translation and publishing of a Guide/Manual on disability-inclusive VSLAs;
10. Follow-up and support VSLA trainers posted to CBR partners
11. Facilitate other ECDD projects implemented in the region;
12. Prepare, compile and document various project related reports that are timely and of high quality based on the key project indicators and reporting formats as required by the donor and ECDD;
13. Prepare, compile and document success stories and best practices;
14. Undertake such other tasks as may be assigned by the Project Coordinator.
Required qualifications
1. Education – minimum BA degree in a relevant social science fields, cooperatives, business management, economics, is preferred
2. Professional experience – minimum 3 years of responsibility for the implementation of donor-funded project(s),
3. Work experience in the area of VSLA approach and have experience in working directly with small saving groups
3. Previous professional experience working with persons with disabilities desirable
4. Excellent interpersonal relationships and team work
5. Excellent communication and training provision skills
6. Able and willing to travel frequently to the target woredas/cities
7. Competence in the use of computer applications
8. Good command of English, Amharic, and afan Oromo
