ROLE PURPOSE
The Youth Private Public Partnership Specialists (PPPS) will be part of the Youth Employment Engagement Unit and will work in close collaboration with the Youth Livelihoods Specialist and Youth Economic Strengthening Specialist as well as key woreda staff in order to ensure successful employment opportunities for POTENTIAL youth. The PPPS works closely with government agencies, vocational training institutes, employers’ association, private sector and trade unions in order to develop and implement successful youth employment interventions. S/he conducts detailed assessments to understand/establish existing hindrances to youth training and employment. S/he will coordinate the design and the implementation of youth focused skill development modalities including institutional training, job placement/apprentice, job shadowing among others. S/he fosters effective partnership, representation and outreach with key stakeholder bodies: federal government ministries, regional government bodies, relevant civic organizations and NGOs to advance the youth agenda.
KEY AREAS OF ACCOUNTABILITY
· Ensure staff members and implementation partners at regional, woreda and Kebele level establish meaningful partnerships with private public sector to increase employment opportunities for the target youth;
· Work with staff members and implementation partners to develop systems for increasing job placements, internships, and apprenticeships in private and public sector entities;
· Provide technical support to woreda staff members to organize job fairs with private and public sector entities;
· Develop and deploy innovative platform and tools to assist target youth to search and apply for wage employment opportunities;
· Develop skills of staff members and implementation partners on partnership development and maintenance to form partnerships with small, medium and large size companies;
· Develop and apply partnership tracking system including partners satisfaction at each woreda
· Organize experience sharing events among regions to learn and share best experiences for improve existing partnership models;
· Develop and provide capacity development on identified skills gap of woreda officers and youth facilitators on creating and maintaining partnerships;
· Support the Personal Development Plan analysis process and skills matching to link with available job and apprenticeship opportunities;
· Work closely with the education specialist to develop a job searching skills manual;
· Develop and implement the Save the Children private sector engagement strategy;
· Work closely with Gender specialists to address the different need of young females and males;
· Conduct routine field visits for monitoring and provide technical support to staff members and partners to link target youth to private and public employers;
· Work closely with MEAL specialist to track all the implementation of public private sector partnership for youth employment;
· Perform other duties as and when delegated by the line manager.
QUALIFICATIONS
· 5-7 years of experience in a management position in identifying and fostering employment opportunities for youth e.g. in employment identification, apprenticeships, creating linkages with employers, assisting in business application processes, business development support, marketing, adapting business to market needs, mentoring, etc.
· Proven experience developing mechanisms and tools to accurately determine labor market needs, and utilizing the results to contribute to the creation of market driven technical or employment trainings;
· Proven experience of working with government agencies and employers to promote employment opportunities for youth at regional and woreda level;
· Proven experience of working with e.g. employers’ organizations, civil society organizations and others on issues related to employment opportunities for youth at-risk;
· Proven experience of working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries;
· Deep knowledge of the economic and social environment;
· Fluency in English required.
