Organizational Context and Scope:
Under the overall supervision of the Chief of Mission and Representative to AU, UNECA and IGAD, and the direct supervision of the Deputy Chief of Mission, and in close coordination with the Mission’s Head of Programs, the Head of Field-Office will be responsible for implementing projects in areas of humanitarian assistance, migration management and refugee resettlement assistance in the Afar region, managing the Sub-Office in Semera and representing IOM in local coordination mechanisms and meetings in the Afar region.
Responsibilities and Accountabilities
1. Assist in monitoring activities of IOM Field-Office in Semera including human, financial resources and physical assets of the organization; coordinate the procurement process at field office level in cooperation with the colleagues concerned in IOM Addis Ababa.
2. In close coordination with the RMU in IOM Addis Ababa, assist in overseeing the administrative functions of the Field-Office including but not limited to:
a) Supervising staff and ensuring IOM rules and regulations are implemented;
b) Monitoring the financial expenditures of the Field-Office;
c) Approving payments and managing funds ensuring compliance with IOM financial and administrative policies and procedures;
d) Coordinating the procurement and logistic services, including contracts with suppliers of goods and services.
3. In close coordination with the Deputy CoM, represent IOM by attending relevant meetings/events with Regional Officials, UNDSS, UNHCR and other partners, report on those meetings, prepare and submit relevant Notes for File.
4. Lead implementation of ongoing IOM project activities in the region and also any future IOM project activities in the region.
5. Coordinate with EPC, MMU and Ops Units in IOM Addis Ababa on relevant IOM activities, conduct regular field visits to the Emergency Migration Response Center (EMRC), assess conditions and needs for direct assistance to vulnerable population including stranded migrants, victims of trafficking, collect information on vulnerability assessments and displacement, provide relevant information and suggestions to IOM Addis Ababa.
6. Oversee the delivery of direct assistance in the field through regular monitoring and evaluation missions including conducting monitoring surveys for response beneficiaries and providing analysis and reporting.
7. Work with UNHCR, ARRA and other relevant local authorities in assisting refugee resettlement movements, supervise the transport arrangements for cases travelling from the refugee camps to Addis for interviews, medical care/check-ups or resettlement departure. Accompany refugees to/from the camps and various appointments as assigned. Maintain up to date records on travel movements made and produce required reports.
8. Work with the project support team in the Mission in identifying new project opportunities for IOM assistance.
9. Provide timely reporting on issues of importance to the Chief of Mission and other colleagues concerned in IOM Addis Ababa, also comprehensive monthly reports on the Sub-Office work to IOM Addis Ababa.
10. Act as the security focal point for the IOM staff in the region and promote implementing IOM security requirements and UNDSS requirements in the Sub Office.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
· Master degree or Bachelor degree in Social Sciences or Development Studies or International Relations or Conflict Resolution or related field, or a combination of training and relevant working experience.
Experience
· Minimum working experience of five years for Bachelor Degree and three years for Master degree holders.
· Having relevant field management or related professional experience in project implementation and/or monitoring of programs with UN agencies and/or international humanitarian organization in close collaboration with government or non-government /international organization partners.
· Relevant experience in working with direct humanitarian assistance for vulnerable populations or operations experience in assisting refugees or migration management experience.
· Experience of working in remote locations with difficult access and logistics.
· Experience of working directly with government counterparts for humanitarian assistance.
· Experience in humanitarian needs assessment.
· Strong knowledge of international standards for humanitarian standards, including service provision and protection standards.
· Flexibility to perform and deliver in difficult and rapidly changing situations essential
· Experience with ECHO funded projects an advantage.
Languages
· Thorough knowledge of English and Amharic languages is required. Other local/international languages is advantageous.
