Transform: Primary Health Care is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn supports Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). Transform: Primary Health Care Project will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in these regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. The Project will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.
The Program Assistant is responsible for assisting the cluster officers in managing the project activities and support in follow up of project implementation within the cluster office.
Activity Implementation
Conduct and/or participate in routine follow up visits to health facilities and provide necessary supports on-the spot
Organize and facilitate various workshops and trainings intended to health workers in the cluster office’s catchment area
Regular follow-up to the public sector to develop and implement performance improvement projects and support them in mobilizing resources from various partners within the zone
Project plan and documentation of activities
Participate in regular strength and gap assessment of the public sector and jointly develop strategies with the cluster team
Assist in preparation of project work plans, PowerPoint presentations, project publications;
Follow up printing and distribution of project publications.
Assist in the documentation of project publications (both electronic and printed) and ensure that copies of these documents are sent to regional office.
Maintain and update database of trainings/workshops, and participants sponsored by the Project, and report as required
Perform other duties as may be requested from time to time
Operations support
Effect all cluster office payments and ensure that all financial documents are maintained properly.
Prepare and submit monthly financial reports to the Regional Finance Officer and ensure timely settlement of work advances
Assist in preparation of monthly cash forecast for cluster office.
Assist in preparation of project work plans at cluster level.
Assist in organizing trainings/workshops; ensuring venues are appropriate and booked; and ensuring lodging for participants and facilitators.
Maintain and update database of trainings/workshops, and participants sponsored by the Project, and report as required.
Assist in ensuring management of vehicle fleets and timely service.
Ensure office machines are properly maintained and in operating condition.
Assist cluster coordinator in updating inventories in the office.
Keep track of requests coming from the offices
Assist the staffs in completing time sheets and submit them for payroll processing
Maintain petty cash fund and coordinate with the Regional Finance Officer for timely replenishment
Ensure office utilities are paid in time
Ensures the operation of project drivers is in order and based on the organization’s operation manual.
Perform other duties as may be requested from time to time
