Job Title: Shelter Project Officer (National Position)

Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Logistics Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Roles & Responsibilities:
The purpose of the officer position is day to day implementation of the Shelter Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.
The main role of the Shelter Officer will be planning, supervision, coordination and leadership to the construction team in Gambella Refugee camps. He/She will be required to provide technical and supervisory support to the teams engaged
General Responsibilities
Specific responsibilities:
A. Representation
· Prepare BOQ, specification and drawings for all shelter construction activities as deemed necessary.
· Participate in the procurement process of shelter materials in the form of raising PRs. Verify purchased material and represent the shelter coordinator in bid committee when assigned/delegated
· Manage shelter construction activities by setting weekly target. Prepare target-full weekly and monthly action plans, quality control based on quality standards, and keeping speed of shelter construction as per the targets agreed with project assistants. Design shelter prototype when requested,
· Register, verify, and compile beneficiary lists with division for vulnerable and able bodied. Finalize the endorsement by ARRA and UNHCR and document according to NRC’s needs.
· Control the dispatch/delivery of construction and emergency materials to the beneficiaries, ensuring beneficiary and other stakeholders (UNHCR, ARRA, RCC) signatures for compliance and documenting,
· Facilitating the shelter hand over for the completed shelter projects
· Filing up in a timely manner the shelter data.
C. Monitoring
· Continuously collect field evidence to assess and analyze emerging shelter needs, and then recommend sustainable practical solutions within the NRC’s Projects’ scope.
· Monitoring the accuracy of technical and material specification as per the transitional shelter strategy and guide lines,
· Day to day liaison and monitoring of the skilled workers in charge of the construction of transitional shelters in the field (including monitoring of work plan(s), quality of works, site attendance, etc.)
D. Resource Management
·Ensure and approve accurate payments and ensure accurate filing related to transitional shelter projects with workshop monitoring forms, Transitional Shelter contracts and database, attendance sheets for casual labor, dispatches and stock monitoring.
E. Reporting
· Routine, continuous and consistent weekly, monthly and quarterly reporting based on organizational reporting framework and templates.
