Background
As an international cooperation partner for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian government and international donors.
The Transitional Aid Project in Afar is one of the projects within the programme for Strengthening Drought Resilience in Arid and Semi-Arid Lowlands of Ethiopia (SDR-ASAL). One of the focus areas of the project is disaster risk management. In addition to advising the regional Disaster Preparedness and Prevention Committee (DPPC), the project will help ensure that the population is better protected against drought, floods, livestock diseases, etc., through radio-based warnings and recommendations for action.
Through the effectiveness of the measures that have been implemented through other projects in the SDR-ASAL portfolio, such as: Capacity Development for Strengthening the Drought Resilience of the pastoral and agro-pastoral population in the lowlands of Ethiopia (CDSDR) and the Afar Soil Rehabilitation Project (ASRP), on which the transitional aid measure builds, a high degree of trust has been created, both among the population and on the part of the Ethiopian authorities – at national, regional and local level. The project will contribute to the further consolidation of this approach and will also leverage effectiveness by means of complementary measures

Responsibilities:
Support on DRM strategic program investment frame work implementation
Improve regional early warning system through effective communication mechanisms, strengthen community level systems in the area of impending natural disasters, incidence of diseases flood, drought and pest warnings through mass media
Functionalize and Improve networking between regional and woreda level disaster risk Management Committees.
Undertake all activities under direct supervision of the Afar DPFSPCO Head;

Support on designing regional specific drought risk management policy and strategy
