ROLE PURPOSE:
Under the general supervision of the Senior Program Manager of the LI-WAY Program, the TVET and Youth Center Development Specialist (TY-CDS) is responsible to provider technical leadership on the designing, planning, implementation and monitoring of TVET and Youth capacity development programs. S/He is also responsible to facilitate and coordinate an inclusive market system development interventions focusing on building capacities of TVET institutions/colleges that being run by public, private and NGO.
During the assessment and diagnosis of selected market systems, the TY-CDS will also technically lead the analysis for identifying systemic issues, design and facilitate strategic interventions to address the identified bottlenecks. More importantly, S/he will lead skill market development and social protection, human rights, etc. S/he is responsible to liaison with key stakeholders including federal and Addis Ababa TVET agencies and TVET Institutions, Ministry/Bureau of Education, Ministry and bureau of Youth and Sport, Ministry and bureau of Women and Children, local government departments, private sectors, youth associations, youth centres etc. In addition, work involves considerable monitoring, assessing and providing detailed reports to line manager vis-à-vis Technical capacities and improvement of both the service providers and the LI-WAY targets.
The incumbent plays catalytic roles to help the relevant actors to understand the objectives of the project and coordinate integrated skill development services of both public-private TVET institutions to address poor women and youths in Addis Ababa. The TVET and Youth Program Development Specialist is going to smoothly manage the innovative and matching funds that might be injected by the project to the Potential partners to pilot and implement agreed business model.

Budget responsibility: Monitor the innovative and cost-sharing and matching funds that could be provided to potential partners.
KEY AREAS OF ACCOUNTABILITY:
Program Implementation:
· Provide curriculum development support to TVET institutions and their instructors including developing and strengthening levelling courses, as well as courses in the target sectors, job profiles, and skills;
· Develop an understanding of existing and emerging technologies and labour market skills in demand to structuring, customization of TVET curriculum and to inform curriculum development activities;
· Facilitate skill market development and functioning of youth centres; social protection, human rights, etc. in close collaboration with relevant actors
· With support from the Sr. Program Manager, carry out market assessments and develop TVET and youth centre focused capacity building strategies;
· Lead to identify, assess, and recommend potential TVET and Industrial/manufacturing sectors partnership opportunities in relation to skill development, cooperative training effectiveness and building the capacities of Addis Ababa TVETs colleges/institutions.
· Develop a strategy paper and/or MoU to build capacity of the Youth centres and TVET for skill development, tailored skill provisions and related aspects.
· Recommend program priorities and explore, evaluate and present new youth centre strengthening business models that leverage impact and/ or complement core project components.
· Identify soft capacity gaps of the public and private TVETs through market assessment and key stakeholder analysis
· Facilitate capacity building activities of TVETs and youth centre based on the prioritized strategies and project interests.
· Proactively take additional project and organizational related assignment from the his/her line manager.
· Establish linkage between training institutions and public private sectors to facilitate apprenticeships, job matching, job placements etc…
· Facilitate establishment of platforms that brings different TVETS and Growth Sectors together to discuss strategic issues;
· Monitoring and Evaluation:
· Take primary responsibility for data gathering efforts mainly focused on TVET and Youth behaviours and areas that ideally supposed to be their enabling environment.
· Support the development and continual revision of a dynamic, programme-wide monitoring and evaluation system linked to program strategies, indicators, and information management tools, which supports programme management, accountability and learning.
· Produce periodic written reports on the program activities particularly development from TVET and youth programs related impacts to all activities.
· Conceptualize and implement market diagnostic research efforts as opportunities arise.
· Ensure close coordination and sharing of information with other stakeholders such as other donors, other NGOs, and local authorities.
· Ensure that MRM-Monitoring and Result Measurement techniques and principles are well understood and implemented in the day to day program activities.
· Have strong linkage and communication with the program MRM manager for continuous progress review and learning
· Facilitate regular technical working group meetings with all relevant stakeholders to improve coordination and synergy among various components/interventions
· Support all efforts towards accountability, specifically to our beneficiaries and to SCI standards guiding while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
· External Representation and Technical Leadership
· Closely work with consortium members of the LI-WAY project that is being led by the SNV.
· Facilitate establishment and maintenance of relationships with a range of public and private TVETs, youth centres, civil society organizations and communities,
· Introduce the program to relevant stakeholders including local business owners, local representatives and community members. Foster ongoing positive cooperation with these stakeholders;
· Facilitate and maintain contact with all key stakeholders in Addis Ababa as relevant for program implementation –government ministries, local authorities including Kebeles, Woredas and sub-cities, and establish mechanisms for contacting local community organizations and partners and other local NGOs/CBOs in line with key LI-WAY areas of work
· Maintains regular communication and interaction with TVETs, youth centres and growth sectors to facilitate and promote learning and information sharing between SC and consortium members.
· Ensures effective application of SC partnership principles and attached donor conditions
· Facilitate cross-learning between TVETS in the delivery of skill development services to the LI-WAY targets and within Youth centres.
· Oversee, follow up and provide technical supports to the utilization of innovative funds to the improvement of sector capacities and services delivery.
· Make sure for the existence of partnership agreement and amendment if there are any changes in the initiate/old partnership agreement while partnership project implementation
· Make sure the partnership compliance with SC, consortium lead office and donor
QUALIFICATIONS AND EXPERIENCE
· At least BA Degree in Education, Partnership Management, Business Administration, Economics and Relevant Development Studies.
· Have 8 years of relevant experience in NGO context with positions of progressively technical responsibilities in the field of curriculum development, system development, capacity development, partnership development and management.
· Experience in TVET systems/strategies, governance, monitoring and evaluation
· Extensive experience in human capacity building, Curriculum development, education and training of teachers and youths for technical and vocational education
· Experiences in Addis Ababa and working at national level have plus and advantage
· Understanding the behaviours, capacity building and experience of urban livelihood programming particularly in youth and women related activities.
· Networking experience with labour market, vocational training, private sector actors and support programmes of other development partners
· Creative problem solver with strong public and private sector professional experiences
· Strong writing, communication, organization, prioritization, interpersonal and negotiating skills. Experience in building and maintaining strong/productive relations with implementing and strategic partner agencies is preferred. This includes coordinating with government authorities and counterparts.
· Practical understanding of the challenges and opportunities in realising children’s rights in Ethiopia, in relation to thematic area.
· Ability to interact in different cultural and professional environments and to create good working relationships at local and international levels.
· Proven ability to manage a complex and demanding workload
· Good spoken and written English
· Good computer skills (particularly Excel, Word and databases)
