COMMUNITY HIV CARE AND TREATMENT (CHCT) ACTIVITY
TERMS OF REFERENCE FOR CONSULTANT DEVELOPING FINANCIAL AND GRANTS MANAGEMENT TRAINING MANUAL AND DELIVERING COMPREHENSIVE TRAINING TO LOCAL IMPLEMENTING PARTNERS
I. BACKGROUND
Project HOPE, in partnership with Management Sciences for Health (MSH), Population Services International (PSI), DIMAGI and the Ministry of Health (MOH), is implementing the Community HIV Care and Treatment (CHCT) Activity. It is a five years PEPFAR funded activity through USAID. The activity aims to accelerate and sustain HIV and AIDS epidemic control in Ethiopia through delivery of high impact community based HIV services. The implementation covers all regions of the country with priority focus on high HIV prevalence (high burden) areas of scale up woredas (scale up saturation and scale up aggressive) and selected attained woredas of the country. The objectives and interventions are designed to impact UNAIDS 90-90-90 goals.
Primarily, the activity aims to achieve three major results:
Result 1: Strengthened community health and support systems for service delivery.
Result 2: Strengthened organizational and technical capacity of community structures.
Result 3: Strengthened data collection and use for learning and program improvement.
The CHCT activity is designed to expand access to comprehensive HIV prevention, care and treatment services by reinforcing the role of health extension workers (HEWs) and communities in the delivery of comprehensive clinical and non-clinical community HIV prevention, care and treatment services. The priority population targeted are peoples living with HIV (PLHIV) and their families; Widowed and Divorced Women (WDW) and Orphan and vulnerable children (OVC). The core interventions of the program include but not limited to:-
Project HOPE has identified Network of Networks of HIV Positives (NEP+), National Network of Positive Women Ethiopians (NNPWE) and twelve (12) local CSOs (NGOs) as indispensable local partners to effectively implement this Activity and to get services delivery results and maximize capacity building efforts. These local implementing partners (LIPs) receive funding from Project HOPE (PHE) to collaborate in carrying out the service delivery at community level.
PHE sub-grants 75% of the award budget to local implementing partners for the delivery of community based HIV services to PLHIV and their families. LIPs also facilitate the institutional and technical capacity strengthening of the local community structures to ensure accelerated and sustained HIV services at community level. PHE will also develop a robust performance-monitoring plan and performance based funding to ensure the efficient utilization of funds by the local partners while they are delivering effective and high impact community based interventions and service delivery. To this is end, PHE is soliciting a competent local consultant firm with an extensive technical expertise in the development of training materials on financial and grants management and delivery of capacity building trainings to LIP implementing CHCT activity. The bottom line is PHE has the full responsibility to build the capacity of LIPs and its structures to successfully implement the program and meet all administrative requirements of the Subaward.
II. OBJECTIVES OF THE CONSULTANCY
The main objectives of the assignment will be developing comprehensive financial and grants management training manual and then delivering training to LIPs staff (finance and grants). It has multiple purposes; primarily to strengthen the grant management capacity the CHCT Subawardees. The specific objectives of the assignment include:

The duration of the entire assignment is as follows though the consultant is expected to come up with a realistic plan to meet deadlines mentioned here. The consultant is expected to complete all the tasks (desk review, interview, development of training materials, delivery of trainings, accomplishment report) by latest May 29, 2018.

VI. PAYMENT TERMS
Payment will be made to the consultant upon successful completion of the assignment. The payment would be subject to taxation as per the government of Ethiopia’s regulations.
