BACKGROUND
The Last Ten Kilometers (L10K 2020) Project of JSI Research & Training Institute, Inc. (JSI), with funds from Bill & Melinda Gates Foundation (BMGF) and United Nations Children's Fund (UNICEF) has been implementing community-based maternal, newborn, and child health strategies since 2008 to contribute to the achievement of Ethiopia’s Reproductive, Maternal, Newborn, and Child Health (RMNCH) related targets of the Health Sector Transformation Plan (HSTP).. L10K 2020 project through its Optimizing Health Extension Program (OHEP) has designed a Social and Behavioral Change Communication (SBCC) strategy to address behavioral challenges across the Maternal; Newborn and Child Health (MNCH) continuum of care to be implemented in collaboration with Tigray regional health bureau in four woredas of South East Tigray.
OVERVIEW OF THE POSITION
The coordinator will provide technical leadership and overall management and oversight for the implementation of Community Based Newborn Care (CBNC) and support for Integrated Community Case Management (ICCM) of Childhood Illness and Integrated Management of Newborn and Childhood Illnesses (IMNCI) activity in the region. He/she will be responsible for developing detailed regional implementation plan including budget, lead execution of activities, monitor progress and maintain timelines of deliverables. The coordinator will work closely with the respective Regional Health Bureaus, UNICEF, Save the Children International, PATH Ethiopia, transform PHC and other key partners.
KEY DUTUES AND RESPONIBILITIES
- Provide technical leadership in the implementation of CBNC and support to consolidate ICCM and IMNCI including building the capacity of staff at all levels.
- Provide overall programmatic leadership including the development of work plan, implementation of activities as per the timeline, and monitoring of progress.
- Submit a complete report (activities plan and achieved by place and date, best practices observed, challenges encountered, measures taken, and next plan) every 2 weeks to JSI/L10K Regional manager
- In collaboration with FMoH, RHBs, UNICEF and other implementing partners
· Coordinate consultative meetings in the region
· Coordinate trainings, including trainer of trainers
· Facilitate post training follow-ups and regular supportive supervision
· Organize regular performance review and clinical mentoring meetings and refresher training
· Work with partners to ensure uninterrupted supply of essential drugs and supplies
· Facilitate orientation of health development armies to facilitate case detection and referral
- Lead the development of Weekly, Monthly, quarterly, bi-annual and annual reports to L10K head office, RHB, and prepare Interim status reports as required with L10K Regional and Technical, Finance and Administration teams.Ensure integration of Maternal, Newborn and Child health intervention areas across the continuum of care at different levels
- Represent the project to partners, donors, sister organizations ensuring staff maintain effective and collaborative working relationship with all stakeholders and collaborating agencies
- Use data for continuous quality and performance improvement at all levels in the health system
- Assist with synthesizing and disseminating lessons learned and best practices.
- Represent JSI Research and Training Institute Inc./L10K at Zonal and Woreda level as required
- Collect, document and share lessons learnt during the first learning phase of CBNC implementation.
- Supervise and monitor the performance of Regional CBNC technical officers in the region
- Travel at least 35% of the time to rural woredas and provide support to project activities.
- Carry out other duties as assigned.
SKILLS AND COMPETENCIES:
- Graduate degree in Public Health or Social Science with strong clinical background or first degree in Health Officer or Nursing ,
- Minimum of five years’ experience in supporting and/or coordinating health projects in RMNCH particularly in CBNC, iCCM and IMNCI areas
- Experience in rural community-based health approaches and health extension program
- Proven knowledge of the FMOH strategies and priorities
- Proven capacity to oversee development/implementation of work plans, monitoring and evaluation activities, and reports
- Exceptional interpersonal, teamwork, communication, partnering and supervisory skills
- Experience in networking and working with stakeholders
- Demonstrated experience in building capacity, strong leadership and technical skills, with proven capacity to direct and manage change, and inspire high-performing teams
- Exceptional interpersonal, teamwork, communication, partnering and supervisory skills
- Fluency in English and Amharic local languages
- Excellent computer skills
