ROLE PURPOSE:
The WASH Advisor provides technical direction and oversight to the WASH component of the program. This includes leading national level engagement with GoE via the One WASH National Program (OWNP) and MOWIE as well as with USAID and partners. He/she coordinates with Growth through Nutrition advisors to ensure that nutrition sensitive approaches are state of the art. He/she provides technical leadership and oversight to sub-primes on WASH implementation and ensures overall integration of WASH into SBCC nutrition and agriculture activities. S/he also provides leadership and oversight for all WASH construction activities implemented by Save the Children field offices through Growth through Nutrition.
He/she aligns the projects annual work plan with government priorities, coordinating and conducting joint field monitoring and review meetings with the government and partners. He/she will ensure close coordination with other USAID and other donor funded WASH projects and the delivery of joint work plans with partners. He/she is expected to play key role in integration of gender equality and women’s empowerment, a rigorous learning agenda, sustainable approaches, and convergence/overlay of multi-sector nutrition interventions (e.g. agriculture, livelihoods, education, health, humanitarian assistance) in the same geographic areas. He/she is responsible to build capacities of project team to support re-establishment and strengthening of OWNP bodies at regional and woreda levels. He/she is responsible for routine reporting on WASH activities, and writing technical briefs and reports as needed. He/she is also responsible in review of partner work plans, monitor implementation, ensuring quality and timely submission of monthly, quarterly and annual reports and other deliverables to Country office.
Duties and Responsibilities:
Coordination and Leadership
· Provides technical direction and oversight to the various WASH components of the program including WASH construction, WASH marketing and GoE capacity building activities.
· Coordinates with Growth through Nutrition advisors to ensure that WASH is integrated into SBCC, nutrition and agriculture interventions and that WASH hardware, WASH marketing and sanitation and hygiene promotion are integrated.
· Represents growth through Growth through Nutrition with Government of Ethiopia, particularly FMOWIE and OWNP to support on WASH strategy development and implementation and participates in Government of Ethiopia technical working groups on WASH.
· Aligning the project’s annual work plan with government priorities and reflects state of the art approaches to ensure sustainable WASH services.
· Ensure close coordination with other USAID and other donor funded WASH projects and the delivery of joint work plans with partners.
· Play key role in integration of gender equality and women’s empowerment, a rigorous learning agenda, sustainable approaches, and convergence/overlay of WASH interventions in the same geographic areas.
· Providing WASH technical advice for the development and implementation of BCC tools, materials, and media tools.
· Ensures close collaboration between project team and broader Save the Children WASH and Construction teams
Management of WASH implementation by Save the Children and partners
Provides technical leadership on WASH approaches and implementation to subprime staff and to SCI staff at regional and zonal levels.
· Provide guidance and ensures compliance on implementation of project Construction Quality Control Plan and Water Quality Assurance Plan
· Responsible to lead development of project WASH work plan including review of partner work plans, monitor implementation, partners reports and provide timely feedback
· Responsible to the budget utilization for SCI national level WASH activities
· Build capacities of project team to support re-establishment and strengthening of OWNP coordination (coordination body and technical committee) at regional and woreda levels.
· Perform any other activities based on line manager’s assignment
Project Monitoring and Supervision
MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES
· Minimum of advanced degree in a relevant field of study (e.g. civil or environmental engineering, water resource management, public health, international development, economics, business administration). Engineering degree is preferred.
· Minimum of 10-12 years of experience in the WASH sector, in areas related to successful Activity implementation such as provision of technical expertise for WASH, demand creation, and sanitation marketing.
· Demonstrated experience building local government capacity to install, rehabilitate, and maintain water systems, highly desirable.
· Demonstrated experience building private sector capacity to provide WASH products and services, highly desirable.
· Prior experience in the Ethiopian WASH sector desirable, preferably including experience with national level coordination under the One WASH Program (OWNP).
· Prior experience managing or supporting WASH implementation under USAID awards.
· Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
· Excellent oral and written communication skills
