INTRODUCTION
Save the Children has a small global advocacy office in Addis Ababa (alongside offices in Brussels, Geneva and New York) that is registered with the Ministry of Foreign Affairs under the name of “Pan African Office”. The office has responsibility for (i) engaging with international and regional institutions such as the African Union Commission and the United Nations Economic Commission for Africa, and (ii) providing support to Save the Children programmes across the African continent. The office also hosts a number of technical advisors who are focused on a full sub-Saharan Africa portfolio.

Job Summary:
The Officer will contribute to influencing work in the African Union (AU) focussing on the areas of migration and refugee education for children affected by humanitarian situations in Africa- supporting the Advocacy Advisor in engaging widely with the AU Commission and delegations, and civil society organisations in this arena. He or she will make a key contribution to SCI PAO Pan Africa and AU advocacy success in the thematic area of humanitarian and education, especially SCI’s breakthrough of ensuring that children in humanitarian crises have access to a quality education.
ROLE PURPOSE:

The office has responsibility for (i) engaging with international and regional institutions such as the African Union Commission and the United Nations Economic Commission for Africa, and (ii) providing support to Save the Children programmes across the African continent. The office also hosts a number of technical advisors who are focused on a full sub-Saharan Africa portfolio. Finance Officer will carry out the day-to-day finance tasks of the Addis office and will support the Director in their budget management responsibilities.

Staff reporting to this post: None
Key internal relationships: All Save the Children International AU Liaison and Pan Africa office staffs, Technical Advisor, Advocacy Finance and Awards Manager
Budget Responsibilities: Yes
KEY AREA OF ACCOUNTABILITY
Finance
· Manage Advocacy staff payroll
· Maintain accurate and up to date payroll records
· Manage accounts payable, receivable for the office in line with the organization’s manual
· Ensure month end procedures are followed as per guidelines
· Review management accounts with Advocacy budget holders on a monthly basis to identify under/overspend and provide monthly reports to staff on the same
· Support advocacy finance and awards manger and the Director and AU Representative on budgeting and forecasting and cash flow management
· Support Management Accountant to produce internal/external reports in a timely manner
· Support Management Accountant with any ad hoc queries
· Facilitate internal/external/donor audits when required
Admin
TA specific support
· Processing and tracking payment of invoices and costs to TA
· Manage provision and return of cash advances and reimbursements in USD/local currency as approved by TA line manager
· Support in payment of Country income or other TA related taxes if required
· Prepare monthly expenditure report to TA’s line managers
Others
· Perform any other relevant duties as requested by the supervisor

QUALIFICATIONS AND EXPERIENCE
· Minimum BA in Accounting and/or financial management
