The USAID funded TRANSFORM: WASH is a five year project to be implemented through a consortium of PSI, SNV, Plan International and International Resource Center (IRC) which is aimed at reducing preventable deaths and illness in Ethiopia due to diarrhea diseases, particularly among children under five. Through development and testing of scalable and replicate market-based models, the TRANSFORM/WASH consortium will support the Government of Ethiopia (GOE) and the One WASH National Program (OWNP) to increase use of improved WASH products and services among women and their families. This will be achieved through four interrelated project result areas: increased WASH governance and management capacity at the sub national level; increased demand for low-cost quality WASH products and services, with a focus on sanitation; increased supply for low-cost quality WASH products and services, with a focus on sanitation; and increased knowledge base to bring WASH innovations to scale.
Based on the project overview above, he/she contributes to steer SNV Ethiopia WASH sector development, quality of practice and positioning at country level to guide TRANSFORM: WASH project, in line with SNV global WASH sector strategy, and cross-cutting themes in order to improve sector performance and delivery of results. As WASH Capacity Building Advisor, he/she will engage in the successful kick off USAID-funded TRANSFORM: WASH project implementation, monitoring and evaluation using project management cycle to meet its intended objectives through increased use of WASH products and services. WASH Capacity Building Advisor will use his/her capacity to implement TRANSFORM WASH to the quality requirement of donor/USAID; consortium lead/PSI; and other members using SNV’s track record of delivering high quality WASH products in other similar projects. S/he is responsible to work closely with TRANSFORM: WASH IDA/PM for achieving expected WASH outcomes to systematically disseminate lessons-learned with other USAID-funded WASH activities within SNV and other implementer.Key responsibilities:
1. WASH Capacity Building Advisory roles
· Engage in the preparation of detail fiscal and financial plans in consultation with IDA/PM based on the SNV scope of work (SoW) agreed among PSI as a prime and other consortium members;
· Play pivotal role in facilitating the signing of TRANSGFORM:WASH project document between SNV Ethiopia and respective signatory regional sectors;
· Build smooth relationship with all WASH sector staffs with more focus to TRANSFORM:WASH IDA/PM and discharge adequate support to his/her requests;
· Responsible for respective regional implementation, monitoring and evaluation of the governance strengthening activities indicated in the agreement document between SNV and PSI/USAID as well as government signatories per region;
· Implement and supervise capacity building for the sub-national government structure under Result 1 (increased WASH governance and management capacity at the subnational level) in strong collaborating with the GOE to tailor a package of support based on their needs in WASH and OWNP planning, budgeting, coordination, implementation, monitoring, and reporting.
· Implement and support IDA/PM in rolling out of evidence and tools developed by partner IRC under result 4 (increased knowledge base to bring WASH innovations to scale);
· Provide system strengthening advice to government staffs, coaching for results and support to the Water, Sanitation and Hygiene (WASH) thematic area to institutional development and performance management in the woredas (and/or kebeles) in respective region;
· Test and implement service delivery approaches for end of value-chain services like faecal sludge management and re-use and strengthen supply-side financing opportunities through finance institutions;
· Ensure the quality and timeliness of all deliverables indicated in the agreement document with PSI/USAID in the respective region;
· Responsible for ensuring effective coordination of SNV component activities within TRANSFORM:WASH project woreda, zones and regions with those of relevant GOE bureaus/offices, NGOs, and other USAID funded WASH activities;
1. Coordination and stakeholder development
· Seek opportunities for different kinds of partnership for enhanced quality program implementation and leveraging with TRANSFORM:WASH at kebele, woreda, zone and region;
· Periodically collect information about what other organizations are best doing/working within WASH sector more specifically USAID funded projects in the kebele, woreda, zone and region to gain institution knowledge of the environment;
· Engage in the WASH sector platforms and networking at woreda, zone and region relevant to booster the implementation of TRANSFORM:WASH representing SNV;
· Build smooth and strong partnership in a holistic manner with relevant regional, zonal and woreda government structures and development partners, USAID and other consortium members and manage it for successful implementation of TRANSFORM:WASH project;
· Contribute in making the USAID TRANSFORM:WASH a flagship project for SNV and USAID in the respective woredas, zones and region/s;
· Ensure that respective monthly/quarterly/biannually/annually reports are meeting deadlines set by IDA/PM internally and externally by the donor/USAID and PSI, prime of consortium, ;
2. Business Development
· Identify and advice IDA/PM on potential and new opportunities including donors for resource mobilisation or business development which is aligned to SNV sector strategy;
· Provide the business development team with relevant WASH information which could be helpful as an input;
· Participate to share the proposal development experience to contribute for the development of WASH concept notes and full proposal writing process;
· Involve in the pre-preparations and commencing new WASH projects in the country.
3. Knowledge Management, Learning and Innovation
· Inform WASH knowledge agenda to immediate line supervisor/IDA/PM, in line with direction set by the TRANSFORM: WASH project implementation modalities and donor requirement/USAID;
· Support the development of case studies and feed to the IDA/PM to disseminate to larger audience/stakeholders including GoE, USAID, consortium members, SNV global and other NGOs working in the WASH sector;
· Capture lessons learned, stimulate internal and external knowledge exchange and suggest ways how to translate this into practice to IDA/PM;
Perform other duties as assigned by IDA/PM/SNV.Education: Have at least master’s degree in Public Health with Environmental Health Hydraulic or WASH Engineering
Experience: Have at least eight years and above in the WASH sector, especially related to current Ethiopian local government context;
· Excellent facilitation and communication skills in Amharic, Somaligna and English (Somaligna is a must);
· Proven experience in undertaking activities aimed at capacity building of government to effectively construct, manage and maintain WASH services;
· Demonstrated organizational skills and a strong track record in meeting deliverables and donor deadlines;
· Previous proven experience in managing WASH capacity building related projects with the government;
· Strong English communication skills, both interpersonal and written;
· Strong data analysis and reporting skills;
· Commercial drive and quality orientation;
· Competent and motivated staff.
· Ability to work independently;
A team player able and willing to perform tasks to make the TRANSFORM WASH project/s successful.
