Background information about Good Neighbors Ethiopia
Good Neighbors International (GNI) is the largest international humanitarian organization (NGO) in South Korea, working in 35 countries across Asia, Africa and Latin America since 1991. GNI received prestigious General Consultative Status with the United Nations Economic and Social Council (UNESOC) in 2007 and was awarded the Millennium Development Goals (MDG) Awards by the UN.
Good Neighbors Ethiopia (GNE) opened its country office in Ethiopia as an international NGO in 1997 and started its community-based development project, in Lideta, Addis Ababa. Since then it has been working actively in the community development projects and currently has different 5 local offices across Addis Ababa, Oromia and SNNP regions. It works in diversified fields to promote community development and well-being of children in the project target area.
GNE came across beyond the box for solving the community problem. In this regard, GNE has adapted different interventions with the aim of supporting vulnerable population to adapt their own mechanisms to respond to their needs in a suitable way, and the promotion of Income Generating Activities (IGA) has been seen as a valid approach for sustainable development.
Since 2015, under the guide of GNI, GNE has been conducting income generation activities through different types of cooperative in 5 local area offices, in Addis Ababa City Administration– Lideta Sub-City, Yeka Sub-City and Gulele Sub-City .In Oromia region, Hetosa Distinct, and in SNNP-Sidama Zone Yirgalem Town.
The purpose of this Consultancy
Through the valuable achievements in terms of Income Generation Activities (IGA), GNE realized that an affordable Local NGO (hereinafter the NGO) should be needed to manage those activities independently and professionally. Therefore; GNE to study for establishment of the LNGO.
Through the intervention of the organization, the beneficiaries of the project (addressed below) will build the capacity of their enterprises to drive community development on a large scale and contribute for alleviation of unemployment and poverty in Ethiopia.
This TOR is prepared to guide make the formation of the Local NGO that will carry out the objectives.
Basic Concept of the NGO
Project Profile
Location of the project: The project will have one office in Addis Ababa City Administration out of which this study will be conducted (Nifas Silk Lafto, Kolfe kernayo, Akaki Kality and Oromia Special zone) and will be expanded to other places when the need arise in the future.

Project Activity
Technical support (basic business/entrepreneurship skill training and life skill training):
The NGO organizes the target groups to be allocated to take the training package based on their capacity and need. The training will be implemented by eligible institution, association, NGO and etc. on the partnership basis.
Financial support
The third party fund management scheme: through MOU between the LNGO and MFI, the MFI disburses loans to the target groups or beneficiaries which are selected by the LNGO. The LNGO will follow-up the transaction and evaluate how the process is functionally operated through monitoring and fixed term discussion with MFI.

Carry out a Context Analysis
The consultants will carry out analysis of the political, social and economic, policy and strategic issues related to address the current social problems with particular emphasis on those target groups that will have power to create Sustainable change. This will also help to provide an understanding of how the organization relates to its external and internal environment that helps in identifying and assessing opportunities and threats in the external environment that includes:-
Develop, review and Clarify the Organization Vision, Mission, Objectives and
Current Situation
At this stage the organization background and its roots will be thoroughly discussed. Issues like why the organization will be formed and what will the environment look like when the organization is formed followed by clearly articulating the organization vision, mission and objectives and the key component of the strategic plan management that include the following to be elaborated.
Identify the Key Stakeholders and Their Responsibility
All the stakeholders related to the program objectives will be identified and then categorized in a hierarchy of primary, secondary and key stakeholders. By categorizing stakeholders in this way it becomes easy to see who they are, how they should be involved and when. beneficiaries (direct and indirect), government institutions, NGO and CBOs, donors, private sector, charity groups and its own staff and board members. Carry out an Environmental Scanning
The scan usually includes identifying and assessing opportunities and threats in the external environment where the external component of the environmental scan will include a review of the target or service community and the broader environment in which the organization operates, to identify the opportunities and threats facing the organization on operation.
Design /Analyze /Select Strategy Alternatives and Options to Manage the Issues
The strategy to be selected will explain what need to be done to address the critical issues for the organization or community and tie together goals, methods and effectively matching the resources. An important criteria in formulating and selecting a strategy is to achieve a fit between the development problem analysis, context analysis, issues and organizational strength and weaknesses.
Develop an Action Plan and Monitoring Plan that Addresses Goals and Specifies Objectives
The end product of a Strategic Planning is the development of an Action Plan and incorporates the Vision Mission, Objectives and strategic issues and that expresses the specific means and basic resources allocated to the Strategic Plan and the corresponding organizational structure required to implement the strategic plan and management Plan.
GNE is seeking a qualified consultant, who has a sound experience on aforementioned sector and offers the above-mentioned services. Companies who have similar experience are kindly invited to submit their technical and financial proposal for the request services. Your bid document could form the basis for a contract between your firm/institution and GNE.

Bids received after the stipulated date and time shall not be accepted under any circumstances. Bids delivered through courier and post later than the due date shall not be registered and shall be returned unopened.
The awarding of the bid shall be notified by GNE through either email, Phone or an official letter.

Expected Deliverables/outputs
The main deliverable of the consultancy assignment will be the final study report prepared by the consultant/s. The final report will have more than 70 pages which consist of preliminary and main bodies of the report including annexes, references and questionnaires used for the study.
Inception report containing a detailed work plan, methodology and evaluation tools for the entire duration of the consultancy service will be submitted within five days of signing of the agreement;
Logistics
GNE will not provide office space, computers, copying, printing, telephone services and Vehicle facilities to the consultant but facilities for the presentation of results to be made.
Thus, the consultant needs to consider the details of the costs accordingly.

The consultant will be issued consultancy contracts and paid in accordance with GNE’s financial rules and regulations. Payment needs to be correlated to deliverables were four installments are typically planned for this study.
