1. Introduction
International Medical Corps is a global, humanitarian, non-profit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-sectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
2. PROGRAM BACKGROUND
The New York Declaration lays out a vision for a more predictable and more comprehensive response to the global refugee crises, known as the Comprehensive Refugee Response Framework (CRRF). The CRRF calls for greater support to refugees and the countries that host them.
The CRRF outlines a comprehensive response to large-scale movements of refugees, based on a collective approach engaging different actors and approaches. Its objective is to ease pressures on the host countries involved, to enhance refugee self-reliance, to expand access to third-country solutions and to support conditions in countries of origin for return in safety and dignity. Fundamentally, the CRRF is about changing cultures, mind-sets and the ways we do business. It is about engaging a greater range of stakeholders, and thinking in more creative ways to enable refugees to be more self-sufficient, while better supporting the communities that host them. States are working towards the adoption of the Global Compact on Refugees (GCR) based on learning from how the CRRF is applied.
Ethiopia, as one of the 193 countries that signed the 2016 New York Declaration for Refugees and Migrants, reaffirmed its commitment to work for the inclusion of refugees in its communities by launching Comprehensive Refugee Response Framework (CRRF) in November 2017.
Therefore, this Assessment will provide a gender analysis, from selected refugee camps in the Gambella region, to better inform humanitarian/development partners on relevant gender dynamics, including the distinct needs of women and girls and existing gap/opportunities in the humanitarian response within the Comprehensive Refugees Response Framework (CRRF).
3. OBJECTIVES
3.1. To understand the gender dynamics of affected populations, including different needs, opportunities, and power, of men, women, boys, and girls.
3.2. To provide gender analysis on the existing humanitarian response and how the needs of women and girls are reflected.
3.3. To identify general socio-cultural difference in needs, conditions, decision making, power, access to service between men/ women and girls/boys
3.4. To analyse how gender differences are considered in the current humanitarian response, including how the needs of women and girls are reflected
3.5. To identify gaps and opportunities to strengthen attention to gender and specific populations within the CRRF.
4. ESSENTIAL DUTIES AND RESPONSIBILITIES
· Lead and oversee the gender analysis, working closely with the country office team and remotely technically supervised by the GBV Senior Advisor.
· Develop an assessment plan, including relevant desk review, data collection methods, sample size estimation, clustering of the zones/blocks in the refugee camp and villages in the host community Woredas etc. supervision strategy, etc.
· Lead safety and ethical review of the assessment plan, maximizing use of available information, and minimizing risks and stress to affected populations
· Assume overall responsibility for implementation of the assessment, including daily supervision of assessment team and daily data collection quality assurance
· Recruit and train the assessment team on data collection and data clerks in data collection standards and use of the tools (including field testing)
· Conduct the assessment in Pugnido I and Pugnido II refugee camps and Pugnido Woreda in Gambella region.
· Clean data and analyse using appropriate software.
· Prepare a draft assessment report for review by International Medical Corps, ensuring that the assessment is comprehensive and includes relevant sector specific recommendations
· Prepare and lead a validation workshop (debriefing) for ARRA, UNHCR, UN Women and other relevant stakeholders in Gambella region at Pugnido and Gambella Zonal level
· Prepare a final report including background, methodology, results, limitations, conclusions and recommendations incorporating feedback from International Medical Corps staff and other stakeholders on the draft report.

6. DELIVERABLES

1. JOB QUALIFITCATIONS AND REQUIREMENTS
· Strong communication skills, able to effectively present information clearly and respond appropriately to questions from INTERNATIONAL MEDICAL CORPS staff and other relevant stakeholders
· Strong supervisory and organizational skills, experience leading survey team
· Ability to cope with stress; hardship; patience and flexibility and willingness to work additional hours in order to meet tight deadlines;
· Ability and willingness to travel to field sites
· Fluent in written and spoken English and knowing of local language will be advantageous.
The overall standard service provider selection rating will be 70% technical & 30% financial, which will be weighted average finally. Selection will be made based on the below criteria as shown in the table.

3. Payment Modalities
The consultant will be issued consultancy contracts and paid in accordance with International Medical Corps Ethiopia financial rules and regulations. The payment will be on fixed terms with disbursements detailed below:
• The first payment of 30% advance of the total agreed contractual amount will be made after submitting the inception report and getting approval from International Medical Corps country and TU team.
• The second payment of 30% of the total agreed contractual amount will be made upon the submission of the preliminary draft report and confirmation of the country and TU team that the draft report meets the minimum quality criteria.
• The third payment of 40% of the total agreed contractual amount shall be made effective to the consultant upon the approval and acceptance of the final study report and submission of the soft copy (CD format) and two (bound) hard copies of the survey report.
