Overview
The Technical Advisor will provide technical support in the area of voluntary medical male circumcision (VMMC) for PEPFAR/CDC funded ICAP HIV prevention project. The Technical Advisor will provide technical and programmatic support to the Federal Ministry of Health (FMOH), Gambella Regional Health Bureau (GRHB) and healthcare facilities in Gambella region. The program aims to reduce the number of new HIV infections and other sexually transmitted infections among adolescents and adult men in Gambella region.
Scope of Work:
The position will operate under the leadership of the VMMC Program Manager, and will oversee and ensure the technical and methodological soundness of all the VMMC activities outlined in the minimum package. In collaboration with program team and stakeholders, the position will support the design and implementation of quality VMMC service delivery strategies based on recent scientific evidence.
Roles and Responsibilities:
· Provide technical oversight, strategic directions and definitions of appropriate VMMC project activities.
· Develop and/or update evidence-based VMMC training materials, culturally appropriate social and behavior change communication (SBCC) materials, VMMC Standard Operating Procedures (SOPs) or job aids, and supervisory systems needed for implementation of the program to meet the needs of the FMOH, GRHB, CDC and ICAP.
· Coordinate advocacy, VMMC awareness and demand creation activities, and policy support efforts of all stakeholders as required.
· Lead the formulation of innovative approaches for scale-up of targeted VMMC services especially for males aged 15 – 29 year.
· Provide mentoring and capacity building at the individual and facility or organizational level in specific areas of expertise including but not limited to:
o Ensure sufficient and competent healthcare providers are trained in order to rapidly scale up quality VMMC services, including community mobilization, HIV testing services (HTS) and linkage to care, early detection and treatment of STIs, infection prevention practices…etc.
o Develop and Implement a quality assurance system that ensures the VMMC services provided under this project meet internationally recognized standards of quality.
· Identify VMMC training needs in Gambella region healthcare facilities and assist in the design and implementation of measures to address those needs.
· Ensuring availability of required VMMC equipment, supplies and drugs in service providing sites and oversee proper utilization and storage of the procured items.
· Review the draft VMMC commodities procurement list, proposed quantity and oversee the distribution.
· Provide technical assistance for conducting site assessments and strengthening referral systems, in-service and/or pre-service education, VMMC orientations and mentoring and supportive supervision.
· Work with the program team members, FMOH, GRHB and VMMC providers in the facilities, to identify clinical service delivery issues that impede access to service and increased uptake of VMMC services in the region.
· Identify and implement appropriate community, facility- and higher level strategies to address VMMC service delivery and accessibility gaps.
· Work closely with the Program Manager on setting program priorities and directions, and respond timely to requests coming from FMOH, GRHB, CDC and VMMC service providing sites.
· Work closely with ICAP M&E staff in designing feasible M&E system that help to track VMMC data/results, monitoring data quality and generate information to decide adjustments in program implementation.
· Collaborate with all local stakeholders, especially the FMOH, GRHB and other international implementing partners, to ensure that all VMMC activities conform to the requirements and standards.
· Document and maintain an inventory of successful program monitoring tools and approaches for VMMC.
· Document successes, challenges and lessons learned, including preparation and timely submission of quarterly, semi-annual and annual activity reports including other CDC reporting requirements as deemed necessary.
· Establish and implement a system ensuring service quality and comprehensiveness of the VMMC project activities implementation.
· Author/co-author abstracts, presentations, and articles for journals and conferences.
· Maintain excellent relationships with donor and in-country VMMC stakeholders and develop rapid responses.
· Actively participate in the regional or national VMMC technical working group, and other forums representing ICAP.
Required Qualification and Experience:
A Medical Degree (doctor, health officer or BSc nurse), and Master of Public Health preferred.
· Experience of at least five years’ in a clinical setting (especially in the operation theatre) and has some HIV prevention and control related experience.

· Knowledge and skills related with most of the VMMC minimum packages
Desirable, skills & abilities:
· Demonstrated experience in providing clinical training, and VMMC training preferred.
· Demonstrated experience providing capacity building assistance at individual and organizational levels.
· Skilled in at least two or more of the following technical areas: involved in healthcare service delivery projects; training; community mobilization, infection prevention, HIV prevention and testing services; performance and quality improvement; monitoring and evaluation.
· Demonstrated experience with a mix of practical technical skills in VMMC necessary for strengthening HIV service delivery at the regional, national, clinical and community-level.
· Demonstrated in-depth understanding of Ethiopia’s healthcare system, particularly the public health system.
· Familiarity with USG administrative, management and reporting procedures and systems.
· Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with FMOH, GRHB, CDC and representatives from other key stakeholders.
· Good problem solving skills
· Ability to meet deadlines; work independently and cooperatively with team members.
· Able to take initiative and work with minimal direct supervision.
· Expertise in research to practice—identifying and adapting best practices to specific project contexts
· Excellent verbal, written interpersonal and presentation skills in English and Amharic
· Proficiency in Microsoft Office and use of internet.
· Ability to travel to project sites.
