Duties and Responsibilities:
FOLLOW-UP OF RFL FILES AND CASES AT THE FIELD LEVEL
Under the supervision of the delegate, prepares planning and follow-up of RFL files and cases (i.e. distribution and collection of RCMs, handling of tracing requests, follow-up of cases of unaccompanied and separated children, transmission of university transcripts and performing release checks etc.) in accordance with the existing RFL criteria and guidelines.
In coordination with other departments and in collaboration with the Ethiopian Red Cross Society (ERCS), conducts the RFL need’s assessments of the overall situation.
Coordinates with the respective Field Officers for the organization of field work. Consults the RFL delegate for technical support for the follow-up of RFL cases, whenever required.
Prepares necessary material (dissemination and specific material required for the RFL activities at the field level) prior to the field trips. Always carries out the necessary forms for the RFL activities (Red Cross Message, Tracing Request, Unaccompanied Minor registration forms, etc.).
Is aware of the general situation before going to the field and keeps information up-to-date. Contribute to the environment analysis of his AoR.
Provides the necessary feedback to the concerned persons for each case dealt with (positively or negatively). Hands over to the concerned persons any new Red Cross Message and/or Tracing request collected during the field trip.
Ensures logistical arrangements whenever requested by the department.
Write field trip reports and memos upon return as soon as possible after arrival from the field.
Maintains a network of interlocutors in AoR and keeps the tracing unit updated about it.
Takes/clears/settles the necessary working advances and other possible administration issues before and after the field trips.
Arranges vehicles in accordance with the existing procedure by Log department. Radio contacts to be done appropriately to radio room in Addis during the field trips.
CONTACTS WITH ERCS AND OTHER ACTORS
Establishes/maintains good relationship with the ERCS representatives in the field (branch secretary, Tracing officer, volunteers, etc.) upon each field trip.
During the visits to ERCS branches, ensures the ERCS representatives of the branch are aware of ICRC presence, program and activity.
In coordination with the delegate, participates to humanitarian cluster/sub cluster meetings and writes reports.
Reports the follow up of RFL cases carried jointly with ERCS tracing officers, focal persons and/or volunteers.
OTHER TASKS RELATED TO THE TRACING OFFICE
When required, disseminates about the RFL and overall activities of the ICRC to the beneficiaries and interlocutors during the field work.
Censors and translates RCMs (from local to ENG language).
Coordinates with the RFL secretary for the follow-up of RCMs, in particular, those related to ERCS.
Carries out the analysis of the quarterly expenditures of the ERCS in coordination with the tracing delegate.
Whenever requested, provides necessary support to delegate for the carrying out of joint or capacity building activities related to ERCS.
Receives visitors to the Sub Structure. Translates orally or in writing as requested (from English to local language/s). Acts as an interpreter in meetings when required.
Provide reports to activities carried out
Replaces or support other field officers in their absence and carries out RFL activities not mentioned in the job description whenever requested by the department in other regions.
In charge of processing incoming RFL Bordereau from the delegation: crosschecks its contents; stamps the dates; ensures the distribution, report any sequence break.
In charge to prepare outgoing protection Bordereau to the delegation: establishes the bordereau, coordinates with the reception/express mail companies when required.
Manages the binders for the bordereau IN and OUT, and for the Chrono IN and OUT.Education required
University degree or relevant professional experience.
Excellent command of English and Somali languages.
Computer literacy in Word, Excel, PowerPoint
Driving license and proven driving experience an asset
Professional Experience required
Minimum 3 years’ experience in the field of social, political or economic sciences or similar.
1–2 years’ experience with the ICRC or another humanitarian agency an asset.
