LAPIDARY (Gemstone cutting and polishing) SKILL TOT TRAINING CONSULTANCY
1. BACKGROUND

MEDA is implementing a project in Ethiopia called EMERTA (Ethiopians Motivating Enterprises to Rise in Trade and Agribusiness). Through EMERTA, MEDA is committed to increasing sustainable employment and income generation for women and men in Amhara region of Ethiopia in the three sectors: rice, vegetable and gemstone, with a focus on women. The strategies used to achieve project objective are improving business performance of producers and Micro, Small and Medium-sized Enterprises (MSMEs) that buy from and supply inputs, equipment, and services to them. Simultaneously, the project will help business service providers, training institutions and government bodies to more effectively reach and serve women and men, providing improved, more gender-sensitive and environmentally sustainable services that foster growth of producers and MSMEs in the targeted sectors.
The project’s focus in the gemstones sector is to help create employment and to support Ethiopia’s increased capture of value from this natural resource. The project will contribute to reduction of the illegal market of gems by facilitating changes that will increase revenues and opportunity for market actors in the legal sector thereby making participation in the legal sector more attractive. Interventions will also support sector actors to provide the quality required by international markets while stimulating demand in local and tourist markets within Ethiopia.
MEDA has conducted research to identify issues that constrain growth of the gems sector. Among the identified constraints of the sector is: lapidary training programs are not providing adequate instruction to develop skills that meet international standards, and training does not include business skills and health, safety and environment management information.
Accordingly, MEDA’s EMERTA project has designed various interventions on the supply side such as improving lapidary skills to meet demands of international market through upgrading the existing curriculum and trainings provided by TVETs. Therefore, MEDA plans to improve the skills of TVET lapidary trainers to deliver adequate trainings for lapidary enterprises to meet the quality product of international market standards.
In pursuit of this, MEDA is looking for qualified consultant(s)/trainer(s) to deliver ToT training on lapidary skills for TVET college lapidary skill trainers.
2. Objectives of the consultancy work
· To fill the existing skills gap of TVET college lapidary trainers on operating machines, carving and faceting of gemstones.
· To acquaint with different techniques on carving and faceting skills of gemstones that enables to meet the demands for intranational quality product standards.
3. Scope of Work
The scope of the work of the consultant shall include, but not limited to the following;
- Conduct pre-training assessment and understand the skills level of the trainees
- Deliver training covering the following topics:
· Operating lapidary training machines (for 2 days)
ü The use of refractometer & calculating refracting index
ü Three head spheres machine
ü Rock-lath machine
ü Vibratory lap machine
· Carving (for 3 days)
· Advanced faceting: focusing on the following (for 10 days)
ü Fitting each angle at a point
ü Cutting the girdle
ü Different designs of faceting except round brilliant and commercial cut
ü International quality standards polishing
ü Other relevant and necessary points
Note: Adding extra skill is recommended and it will be considered as an area of competency.
· Conduct post-training assessment with participants.
· Prepare and submit training completion report.

The consultant /trainer must have:

The training will be conducted in Ethiopia, Amhara Regional State, Bahir Dar or Kombolcha poly technic college for 15 days, tentatively in the month of March 2019. The trainees are 15 TVET college lapidary trainers.
