ABOUT THE ROLE
GOAL Ethiopia is looking for a competent, motivated and experienced Head of Integrated Programme for its Humanitarian response and Development Programme located at Head Office/Addis Ababa with a dynamic, technically competent and motivated personality to lead, inspire and manage the overall operation. The Head of Multisector Programme that includes integrated Health, Nutrition and WASH thematic sectors is responsible to overseeing and provide the overall supervision for Health, Nutrition and WASH Programme in country. He/she is based in GOAL Ethiopia Head Office and responsible for overseeing all aspects of program development, program management, staffing management, compliance, representation and reporting. The head of the unit is also responsible for providing strategic direction, oversight and leadership to the thematic sector coordinators, program managers and advisers.
The Head of Multisector Programme will work closely with all program team of Livelihoods and Economic Opportunity Coordinators, Protection and Safe Guarding Adviser and Area Managers for program approach innovation and holistic implementation GOAL Ethiopia programmes and projects. He/she liaise with support unit heads to strategically address operational issues that would hamper timely and quality program delivery. He/she will be responsible for coordination with clusters, government authorities, WHO, UNICEF and other stakeholders and serve as a primary point of contact for projects in the thematic sectors.
ABOUT YOU
You'll be an experienced Head of Integrated Programme with humanitarian work experience. Under the supervision of the Assistant Country Director – Programme, you will be responsible to ensure synergies and linkage of programs not only among thematic sectors but also lining relief, rehabilitation and long-term development programs by initiating joint assessment and joint program development. You will be also responsible for coordination with clusters, government authorities, WHO, UNICEF and other stakeholders and serve as a primary point of contact for projects in the thematic sectors.
Key Duties/Task list.
Project Orientation and Information
Prepare briefing documents and presentations on the project and conduct internal and external orientation on integrated program approaches, project summaries and GOAL’s achievement
Introduce the new nutrition programme to the Woreda and Zonal Health department and work with those departments to ensure all aspects of programme understood and agreed to implement the programme;
Project Design and planning
Emphasize and ensure the multi-sector projects are planned and implemented in an integrated manner
Lead the development of project implementation plan with internal and external stakeholders including M&E plan
Organize and lead team to carry out multisectoral/sector specific assessment for new business development and determine the most feasible sites for implementation.
Project implementation and quality delivery
Provide technical and managerial support in the implementation of health, nutrition, WASH and NFIs response and long-term development.
Providing ongoing training for community level mother-to-mother groups and School nutrition clubs on basics of nutrition in relation to the emergency programme
Ensure that all expenditure of the project is in line with activity and financial forecast and that all expenditure complies to internal GE management systems
Ensure payments made locally are compliant with the Procurement & Authorisation Chart with appropriate supporting documentation
Ensure gender is mainstreamed in each step of the implementation (starting from planning, beneficiary selection, disaggregated data during reporting and in the continuous implementation)
Budgeting, Financial Planning and Compliance
Liaison and networking
Provide guidance and leadership to sector coordinators and managers to develop working relationships with Zone and Woreda level relevant sector focal persons and others as appropriate
Develop working relationships with local institutions and organisations that focus on health, WASH and nutrition
Organise regular stakeholders’ meetings for dissemination of information on the project and discussion of how to strengthen elements of the project through collaboration
Maintain regular and strong communication with all partners, with in-country external stakeholders and with other GOAL colleagues, including Technical Advisors, as appropriate.
Ensure participation of sector coordinators, managers and field focal person in all relevant coordination meetings at woreda, zonal, regional and national level.
Work closely with relevant support teams to ensure systems are in place that will enable timely receipt and distribution of all project materials and supplies
Monitoring, reporting, documentation and research
Facilitate ongoing information sharing with other sectoral departments and GE staff in general
Prepare monthly progress reports and statistical reports and an end of project final report for submission to the ACDP and GC for review and dissemination
Lead and coordinate in preparation of routine reports on all activities to donors and local government
Work closely with MEAL unit for implementation of strong MEAL systems using GOAL tools and resources, including CommCare and Power Bi guidance, to maximize project impact on beneficiaries
Ensure documentation of GOAL’s integrated program learning and lessons to disseminate for wider audience and stakeholders
Mainstreaming Issues:
Ensure multisector program team are familiarize, understand and implement GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS and Child Protection.
Ensure that needs and roles of women, men and PLWHAs is fully recognized in the designing, planning and implementation of all programs under thematic areas
Ensures gender and HIV/AIDS is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and where specifically relevant, analyzed in detail;
Work on increasing the sensitivity and awareness of staff towards Gender, HIV/AIDS and Child Protection issues.
Act as a role model and provide feedback to encourage other in supporting equity and diversity principals, and the accommodation of other differences in the workplace. Models the flexibility required for working in a diverse environment.

Remuneration & Benefits:
Salary: - 46,639.97-60,679.00
Pension: (11% from employer and 7% from employee)
Transportation Allowance: 10% of monthly salary
Taxi fare: 300.00 birr per month
Medical Allowance: Birr 6500/annum (will be added in your monthly salary)
