Job Objective:
The Education Officer will be responsible for the timely and successful implementation of Education in Emergencies (EiE) activities in IDP sites delivering the proposed targets in project document. S/he will work in close collaboration with and active involvement of woreda education officials, teachers/facilitators, Parent Teacher Student Associations’ members and the IDP communities. The officer ensure the establishment of successful education in emergencies system in the camp and ensures all school-age IDP children attend education in their respective levels/grades.
The Education Officer is a senior technical position at IDP center under UNICEF funded EiE project, and s/he is accountable for the education sector results/outputs to be achieved in his/her IDP sites contributing to the achievements EiE responses.
Key Responsibilities
1. Strengthen the capacity of government education officials:
· With support of the Education Program Coordinator, organize technical capacity need assessment and capacity building training/workshops for teachers/facilitators and PTSA members.
· Organize joint supervision and mentoring visits to schools with UNICEF education experts, Woreda education office staff and provide technical support to principals to enhance their supervisory support to teachers and facilitators.
2. Strengthen communities capacity to be more effectively engaged in education service provision:
· Establish Parent Teachers Student Association in the IDP sites and train them on duties and responsibilities.
· Work with assistant education officer in mobilizing communities through interactive methodologies.
3. Programme implementation and management effectiveness
§ Ensure the successful construction and establishment of Temporary Learning Spaces (TLS) in IDP sites.
§ Ensure effective teaching-learning process in established TLS for all school-age children.
§ Lead the program on achieving all project deliverables timely.
§ Support Program Coordinator in effective contribution in planning, monitoring, evaluation, accountability and learning processes.
§ Promote/ensure use of key government and UNICEF tools and guidelines to ensure the quality of work.
§ Ensure on mainstreaming protection and inclusivity in the program
4. Coordination and networking:
· Be aware of national and regional policies, strategies and other initiatives and developments by government and other stakeholders in relation to Education in Emergencies (EiE)
· Identify and establish good working relationships with all key stakeholders in the sector at woreda level, particularly with woreda education officials and other administrative and community structures and ensure their engagement in programme implementation and management
· Participate and or strengthen regional, woreda/zonal based education sectoral coordination.
· Develop good relations with other NGOs, other development actors working in the sector at woreda level
6. Monitoring, Reporting and documentation:
· Write monthly/quarterly/terminal reports about the programme as necessary
· Collect data from intervention areas as specified by the program coordinator/MEAL coordinator including case studies and classroom observation.
· Sharing of monthly/quarterly/Terminal reports to line manager
· Document any experience/learning, achievements, challenges and general situation from the programme implementation for dissemination and sharing widely within and outside the PDP-BS programme
Others: any other task as assigned by line manager
Working Contacts
External: Government partners at local level, UNICEF and other external visitors visiting the project site. Networking with other NGOs, agencies or relevant bodies at Woreda level regarding the project work.
Internal: regular day-to-day contact with the Woreda level Programme staff, Program Coordinator, and the Programme manager.
Other: Consortium partners, other local and international NGOs and partners operating in the same area or sector, beneficiary communities and Woreda government officials.
