The Productive Safety Net Program Phase Four (PSNP4) is an integral component of the rural development policy of the government of Ethiopia, to support Ethiopia’s chronically and transitory food insecure rural households. The program is implemented in the eight regions of Afar, Amhara, Dire Dawa, Harari, Oromia, SNNPR, Somali, and Tigray. The program provides cash and/or food transfers to the chronically and transitory food insecure households.
In support of PSNP4 implementation, Financial Management, Analysis and Reporting Technical Support Specialist (TSS) is needed to work within the Government of Ethiopia’s PSNP implementing agencies. Financial Management, Analysis and Reporting TSS will provide specialized expertise to the implementing agencies and to the Directorate to which he/she is assigned. The role of this position is to perform PSNP4-related services which government-funded staff are not currently in a position to perform, and to provide guidance to government staff as they learn new skills related to the implementation of PSNP functions.
The recruitment of this TSS is to support PSNP4 implementation is managed by the Technical Assistance to Strengthen Capacity Development for PSNP4 consultancy, which is known by the acronym TASC.
This position is for a one-year term, renewable for a second year upon satisfactory performance.

Synopses of this position description and requirements are as follows:
Financial Management, Analysis and Reporting TSS
The TSS will support the Food Security Coordination Directorate (FSCD) to achieve efficient and effective management of PSNP’s financial resources. The TSS will also work in close consultation with the Head of Finance Unit of the Rural Job Creation and Food Security Sector (Ministry of Agriculture and Livestock Resources) to strengthen the financial management system of the PSNP4. The TSS will also liaise with Ministry of Finance and Economic Cooperation (MoFEC) and provide backstopping support to regional and woreda Food Security and Finance and Economic Cooperation personnel. The Financial Management, Analysis and Reporting TSS will be assigned to the Ministry of Agriculture and Livestock Resources in support of the CMLFD, located in Addis Ababa.
Specific objectives: The Financial Management, Analysis and Reporting TSS (FSCD) will, among other activities, carry out the following tasks:
i. Knowledge of the public sector and public financial management of Ethiopia;
ii. Robust strategic approach to problem solving;
iii. Sound technical capabilities in performing financial data analysis;
iv. Strong communication skill in presenting, discussing, and resolving difficult issues, both orally and in writing;
v. Ability to work independently;
vi. Ability to deal sensitively within a multi-cultural environment and function effectively with multi-disciplinary counterparts/teams.
