PROGRAM BACKGROUND:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.
IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recover of livelihood of disaster-affected population’s through promoting individual participation, strengthening institutions and emergency response. Currently, IRC is operating in the Oromia, Benishangul, Tigray, SNNPR and Somali regions on Emergency Response, refugee’s assistance and livelihood projects.
POSITION OVERVIEW:
The Senior Health and Nutrition Officer (SHNO) will be primarily responsible for supporting Mobile Health and Nutrition implementation and Women’s Integrated Sexual Health in Oromia and other regions when need arise. In addition he/she is responsible to coordinate and guide a team working on mobile health and nutrition services and WISH project as well as she/he is responsible for proper planning, coordination, supervision and monitoring of emergency health response interventions. He/she with the health manager select, train, and supervise Mobile Health and Nutrition Team (MHNT) and SRH team.
The Senior Health and Nutrition Officer will report to the Mobile Health and Nutrition Specialist and/Health Manager and will be based in Nekemte for next 3 months and then will relocate to Adama.
KEY RESPONSIBILITIES:
Technical Support and Capacity Building
§ Support the field based officers in mobilization of communities and community capacity building interventions with key Health messages.
§ Perform all necessary actions to ensure the smooth functioning of mobile health and nutrition (MHN) services and WISH activities
§ Support field team with technical knowledge and skills to implement and/or assist in community delivery of MHN and WISH activities.
§ Promptly identify and recommend solutions to technical issues
§ Monitor progress against grant work plan; promptly identifying any current or potential delays
§ Prepare Purchase Requests for program supplies/activities and undertake field procurement as designated and authorized
§ Monitor program supply inventory levels; perform monthly spot-checks on program inventory
§ Work with and provide timely technical support to the IRC’s implementing partners; maintain respectful and constructive relations with partner staff
§ Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation
§ Develop/adopt selection criteria for MHNT & WISH and facilitate mapping of their deployment sites and their selection process.
§ Asses training needs for MHNT & WISH staffs and organize training sessions based on the needs assessment.
§ Supervise and Provide on the job training to Health officers and assistant health officers
§ Review and evaluate the performance of the MHNTs and WISH.
§ Ensure integration of child protection, and child safeguarding principles in all project activities
§ Provide support in developing and implement a Community Based Communication Strategy
§ Work closely with other sectoral staff– WASH, CWI, NFIs and Education to ensure integrated approach in programme implementation in his/her woredas.
§ Activities as necessary and submit to his/her supervisor
§ Stay up-to-date on health related humanitarian/emergency situations in the country specifically on about region he/she deployed and actively share that with supervisors and other colleagues
§ Identify training needs and organize trainings for IRC and partner staffs in emergency health situations, SRH at woreda, zonal and regional level when assigned.
§ Support IRC field offices in assessment, planning and implementation of emergency health responses and WISH project
§ Liaise with RHBs regarding implementation of emergency response projects on a regular basis
§ Responsible for managing and liaising with UNICEF and WFP in securing drug supplies, medical items and nutrition commodities necessary for mobile health and nutrition interventions.
§ Responsible to other tasks assigned by the health manager, MHN specialist and Field coordinator. This includes provision of oversight to certain aspects of the health program (non-emergency related)
Reports and Proposals
§ Prepare regular updates and share with health manager, MHN specialist and Field coordinator, other colleagues and donor as required.
§ Compile Mobile Health and Nutrition and WISH activities, monthly report from field and forward to Health Manager/MHN specialist and other appropriate departments
§ Assist in drafting concept papers, proposals and budgets for future emergency responses by IRC Ethiopia as required.
§ Assist Program Unit staffs in drafting all donor reports.
Program Management & Grant Management
§ Follow all IRC’S standard grant Management tools as recommended by the Addis based health unit and M & E unit
§ Ensure that all activities are implemented according to the work plan and that targets are met.
Budget Management
§ Work closely with the Health Manager in management of the grant budget
§ Raise PRs as required after discussion with colleagues.
§ Track budget expenditure on a monthly basis and report appropriately.
Monitoring and Evaluation
§ Regular field monitoring visit to emergency hotspot areas where IRC is responding for Health and Nutrition emergencies responses and WISH activities and provide technical and managerial guidance.
§ Actively participate in internal and external evaluation of emergency response interventions and WISH response
§ Ensure that the stated goals and objectives of the program are met.
§ Maintain the quality of project data
Representation, Coordination and Working Relationship
§ Attend and represent IRC Health Rapid Response in relevant coordination meetings organized by UN, Government, donors, clusters and other NGOs. Prepare meeting notes as required and share these with all concerned.
§ Participate at Health and Nutrition clusters and taskforce meetings related to emergency health and nutrition
§ The senior Health and Nutrition officer will take additional responsibilities as required by the Health Manager/MHN specialist, and field coordinator.
The position demands working internally with IRC Health, WASH, CWI, Emergency Response team and Field Coordinators and externally with other INGOs/NGOs, Government partners, Clusters and Task Forces.REQUIREMENTS
§ BSc Degree/Post Graduate Degree in Public Health, Nutrition or Reproductive Health.
§ 4 years of relevant experience with the first degree.
§ 3 years of relevant experience plus post graduate degree.
§ Experience in emergency health and nutrition programs, SRH and RMNCH.
§ Good project management skills and ability to plan, organize, and supervise implementation of emergency health response programs.
§ Thorough knowledge and understanding of current disaster management issues in Ethiopia and understanding of role of different stakeholders.
§ Skills and experience in staff management, budget management and building effective teams.
Skills Required

§ Technical and report writing skills and computer literate.
§ Excellent verbal and written communication and fluent spoken and written English. Knowledge of Afaan Oromo is plus.
