I. JOB SUMMARY:
The Livelihoods and Youth employment Officer (LYO) leads the promotion and implementation of appropriate livelihoods activities particularly off-farm income generating activities for Livelihood for resilience project beneficiary households. Ensure Women, Men and Youth engage in informed and forward-looking livelihoods decision-making. Work with relevant institutions for PSNP Households to have increased income from wage employment. The LYO conducts feasibility analysis of various on- and off-farm livelihood activities in targeted woredas, analyzes institutional mechanisms to support the women, men and youth, and engages with the private sector and other stakeholders. She/he works with the WTL and CFs to identify capacity building needs of the community and their institutions and provide technical support in program implementation. S/he will ensure that the Livelihood for resilience Project interventions are performed as planned and bring about the desired impact through monitoring, evaluation, and documenting lessons learnt.
II. RESPONSIBILITIES AND TASKS
Job Responsibility #1: Training/Capacity Building of Community Groups and partners
§ Leads the planning and implementation of appropriate strategies for the promotion of off-farm and youth employment activities in the project operational areas.
§ Co-leads interventions for creating and supporting Village Economic and Social Associations (VESAs), including the village savings and loans activities, training in cross-cutting issues, and conversion to cooperatives.
§ Work with other officers, and Project manager to design capacity building interventions, and training methodologies as required on off-farm and employment path ways.
§ Design and coordinate different capacity building interventions for community based economic organizations in organizational management and governance, Business skills, IGA-SPM, climate adaptation, graduation and others as required;
§ Strengthen the capacity of SME agency/ Rural Job Creation Agency and train to provide tailored services for off farm activities
§ Train Woreda-level project and government staff on selection, planning and management to implement off-farm activities opportunities analyses
§ Identify and support establish/strengthen of new/existing Business Development Services providers
§ Work with TVETs and other potential training centers to design relevant curriculum
§ Capacity building of the key institutions in labor market assessment, work preparation and placement
§ Coordinate studies and assessments of demand and supply of labor market in the both Sidama and Gedio Zones
§ Provided the required level of skills demanded by the existing and potential market opportunities
§ Facilitate linkage of project target groups to the existing private and public sector employment opportunities
§ Support BOLSA and other relevant institution to establish labor market information system using ICT.

Job Responsibility #2: Livelihoods and youth employment interventions planning, and implementation:
§ Leads the planning and implementation of appropriate strategies for the promotion of income generating activities in Sidama and Gedio Zones livelihood for resilience project operational areas.
§ Lead and initiate PSNP Households have increased income from off-farm activities
§ Facilitate engagement of PSNP households in wage employment through designing and developing tailored capacity building, skill development and linking with job market. preparing them to be eligible for the demand of labour by the available labour market in the areas
§ Facilitate the training of VESA members choosing the employment pathway on life skills, negotiation skills, and/or job skills.
§ Lead the proper implementation and scale up of the micro franchise scheme.
§ Work closely with private sector and other stakeholders to establish business relationship
§ Co- leads the implementation of child care pilots to enable women to participate in income-generation and marketing activities
§ Pilot Woreda-level jobs information hubs for establishment and their functioning.
§ work to link VESA members choosing the off-farm pathway to; One Stop Service Centers , sources of technology for off-farm activities markets products/services
§ Ensure that IGA activities are linked with other cross cutting programming approaches (such as empowerment, nutrition, climate change, gender and diversity, Value chains etc.)

Job Responsibility #3: Learning, Documentation and Networking
§ Collects, documents and share lessons/results of the implementation of the livelihoods component;
§ Assists the Project manager in preparing quality reports as required by donors and counterparts;
§ Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning;
§ Maintain and establish contacts among local partner organizations and government offices, private sector and others
§ Work with project staff to develop relevant information packages and training modules, and various ways of disseminating the skills and information to project beneficiaries.

Job Responsibility #4: Monitoring and Evaluation
§ Assist Project LDM in the design and implementation of field assessment tools to ensure the quality of participation/representation and incorporation of communities’ priorities;
§ Contributes to the development/improvement of participatory monitoring and evaluation as well as documentation and sharing of lessons /with others;
§ Works with the CARE & partners’ Monitoring and Evaluation staff to establish and ensure a functional monitoring and evaluation system that assesses the impact of interventions in the areas of capacity strengthening of communities;
§ Participates in Livelihood for Resilience project evaluation and assessments.
§ Participates in development of necessary forms, tables, and tools to complement existing monitoring and evaluation activities in a way that enhances the gathering of information from project target communities to improve the performance of IGA activities.

Job Responsibility #5: Gender Equity and Diversity
§ Promote gender equality within teams, communities and households;
§ Facilitate different capacity building activities for staff on gender and diversity issues.

Category numbers two and three are most applicable to this position because, the incumbent must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable situations, which need analysis, problem definition and development of alternative solutions.
A) EDUCATION
Required:
§ B.A. Degree in, business administration, Economics and Marketing or other closely related field.
Desired:
MA in economics, business, rural development marketing and other relevant field
B) EXPERIENCE:
Required:
§ 4 years of work experience with sustainable livelihoods and other people centered approaches including needs assessments, baseline surveys, field program implementation and business development. Experience in undertaking capacity building initiatives and progress monitoring and project evaluation.
Desired:
§ Experience in both the private, Public sector and NGO programs
C) TECHNICAL SKILLS
Required:
§ Highly developed computer skills (Word processing, database management);
§ Excellent written and verbal communication in English Language;
§ Firm belief in teamwork, gender equality, and participatory approach and sustainable development.
Desired:
· Knowledge of Agricultural Marketing practices and operations
· Training on value chain analysis
· Experience in value chain development projects
· Training planning and delivery skills.

IV. CONTACTS/KEY RELATIONSHIPS
The LYS is expected to establish and maintain good relations with partners, counterpart GOs and NGOs including ECD S/He will also closely work with the CCU, Program/Project Managers and other related staff.
V. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
This position is located in Dilla Town, SNNPR and travels up to 70% in the project implementation woredas in Sidama and Gedio zone.
