THE JOB
Position Overview
The Senior Manager will lead a team of engineers, technicians, and coordinators to manage the installation, construction, and ongoing maintenance of water and sanitation infrastructure at hundreds of school sites across Addis Ababa. This person will be responsible for making sure that all phases of Splash’s infrastructure program (design, budgeting, hiring of contractors, and construction projects) are completed on time and within budget. This will necessitate in-depth programmatic and financial tracking, personnel management, contractor management, collaborating with government technical experts, ensuring sustainability of Splash interventions, risk management, and conflict resolution. This person will play a key role in hiring and training new staff to meet Splash program standards and quality.
Primary Duties
Create and oversee the execution of strategic plans, high-level work schedules, and all infrastructure team workplans (logistics, contractor management, and procurement) for completion of infrastructure installations across over 70 school sites per year.
Oversee design work for infrastructure activities, prepare and/or refine work plans, monitor progress, and produce recommendations on how to tackle implementation challenges and bottlenecks.
Serve as a key decision maker on contractor and vendor selection based on assessment of bids, capacity, reputation, and quality of past work.
Continually evaluate the effectiveness and long-term sustainability of all infrastructure program processes and equipment, and be a leader for innovation and improvement
Liaise with concerned project staff, local stakeholders, and school management to ensure on-time and on-budget implementation and sustainability of the project interventions.
Support Country Director and Seattle-based Development team in creating WASH infrastructure components of proposals and reports. Collaborate and share knowledge with Splash team members in Kolkata, Nepal, and Seattle to support continuous learning and improvement.
Work closely with Finance team and oversee coordinators to ensure appropriate record keeping is maintained on all donor related financial documents to facilitate the timely reconciliation and liquidation.
Ensure compliance with the financial systems and policies of Splash and donors.
Accountable for all inventory management
Provide technical leadership for the hiring, training, and mentoring of all new infrastructure team hires. Ensure project personnel get on-the-job coaching on project field activities.
Supervise all infrastructure team Coordinators and Officers including performance management and capacity building
Perform other duties as needs arise in the course of implementing the project.

Compensation & Benefits
Annual salary for this position will be established at time of hire and will be reviewed at least annually.
Job Requirement
BSc in Civil, Environmental, or Water Engineering, Construction Management, Business Management, Project/Program Management or other related fields (MSc preferred)
At least 8 years of experience working on major construction and/or WASH projects; including at least 3 years of personnel and project management experience; urban experience strongly preferred
Highly proficient in the project management, construction management, and WASH sectors, conversant on current sector thinking related to major project management and delivery
Ability to collaborate effectively with international and local staff, local implementation partners, contractors, government partners, and vendors
Knowledge of water quality, water supply, sanitation design, and sustainability management
Highly proficient with Microsoft Office (required), and Project Management software and methodologies
Professional level of written and verbal fluency in English and Amharic
