Ensure that IDPs response project design, delivery and management are in line with the global DRM policy and response sector and humanitarian standards.
Develop comprehensive and assessment based IDPs response projects for Gedeo which could be child, young girls and women centered in consultation with PA staff, the communities, government partners and CO ERT team.
Provide technical lead for Gedeo IDPs response in the design of effective strategic options that address the live saving business followed by possible peace and reconciliation effort.
Ensure that IDPs response are technically sound and are aligned to the Plan’s, global priorities, country strategic plan, country programs objectives and principles.
Based on the approved budget and activities for Gedeo IDPs response, prepare weekly and monthly implementation plans and enforce the execution of the aspired plan.
Ensure and facilitate the timely payments of IDPs response related activities in line with Plan’s finance, procurement and construction guidelines and corporate policy.
Ensure optimum community and other stakeholder involvement in the conceptualization and overall IDPs response.
Resource mobilization
Conduct rapid needs assessments and writing concept notes and proposals, submit timely to the CO ERT team based on IDPs actual resources gaps.
Undertaking quality and reliable technical feasibility studies and prepare designs and bills of quantities for IDPs response interventions to enhance and support timely and quality resource mobilization.
Support the development and implementation of the PA IDPs response projects based on Plans’ corporate procedures to enhance resource mobilization efforts to save the lives conflict affected children and communities.
Ensure that IDPs response projects are implemented in compliance with donor requirements and in line with Plan’s grant management systems.
Ensure efficient utilization of IDPs grant funds in all sectors in close collaboration with all relevant staff at all levels that manifests Plan’s good image and smooth relationship with all donor partners.
To ensure smooth resource mobilization, prepare and submit periodic quality narrative and financial reports for IDPs interventions according to the requirements.
Monitoring, evaluation and reporting
Ensure the recommended practices of Core Humanitarian Standard for quality and accountability (CHS) and Sphere standards being both of them are quality assurance monitoring and evaluation tools for the humanitarian response across all the response sectors.
In close consultation with program quality and IDPs response teams at all levels, establish workable community feedback mechanism which is possibly age, sex, culture and religion friendly for quality and accountability and monitor its operationalization.
Establish IDPs specific and updated assessment database and regularly update the CO and PA staff which are relevant for the IDPS humanitarian responses.
Prepare and submit quality periodic narrative and financial reports for all IDPs project in a timely manner according to Plan International Ethiopia, donor and government requirements.
Ensure timely and/or quack preparation and submission of IDPs response related agreement for the concerned government sectors and facilitate the agreement signing process in consultation with the PAM.
Prepare and submit final IDPs project terminal reports and facilitate the field level joint evaluation by involving concerned regional or zone government sectors and the benefices.
Ensure IDPs response management learnings and best practices are properly documented and organised for possible dissemination for all to serve as a reference for accountability.
Prepare and document quality and timely IDPs case studies for the interest of donors or marketing and learning purpose in and outside Plan staff and share accordingly.
Program integration and mainstreaming
Internalize the child protection policy of Plan and be vigilant to report all child protection concerns and look for responding action in all walk of the IDPs response management period.
Mainstream gender, peace and reconciliation, inclusion and environmental protection in line with child cantered community development approach in the IDPs response management.
Nurture the collaboration and provide support for the IDPs response staff and actors in order to develop plans that integrate with other thematic areas.
Enhance the team spirit and work in collaboration with other actors of IDPs response for peace and reconciliation to ensure resilience building through development and conceptual understanding.
Partner development and strengthening
Provide technical assistance and build the capacities of local partners in IDPs management specifically in the area of resilience building and peace reconciliations.
Ensure the smooth partnership management with a particular emphasis for government sector partners for enhanced and quality of IDPs response management.
Ensure adequate stakeholder consultation and participation mainly with beneficiaries at all stages for the IDPs response implementation
Networking and representation
Represent the PIE/SNNPR program area in IDPs related humanitarian networks, clusters and forums lead by the regional government or UN representative.
Establish and lead strong and smooth partnerships and networks with likeminded NGOs, government bodies and forums for cross learning, identification of lessons, best practices, resources mobilization and scaling-up to enhance program initiatives as far as IDPs management is concerned.
Network effectively with others to draw information and knowledge for IDPs responses and strategy development.
Staff Development and Management
Participate in staff meetings of all levels in an open, cooperative and proactive manner and contribute towards ensuring smooth departmental collaboration and coordination as far as the IDPs response is concerned.
Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the IDPs response projects design and management.
Organise regular performance review meetings to assess response resource mobilization and project implementation progress and communicate any changes in strategy with the key project stakeholders particularly the government, IDPs, PA and the country office staffs.
Build the technical capacity of Gedeo IDPs response related staff and ensure possible active benefices involvement at all stages including monitoring and evaluation and overall IDPs response projects management.
Appraise the performances of IDPs response team under his direct supervision and ensure capacity building support is provided for regular competency update.
A minimum of a Bachelor’s degree in Disaster Risk Management or related field of the core response sectors nutrition, food security and WASH with a minimum 5 years of work experience in coordinating emergency response of multi-sectorial projects.
Master’s degree on the above mentioned area is preferable.
Demonstrated experience in the management integrated emergency response projects mainly WASH, nutrition, food security and child protection in IDP context.
Additional experience and commitment to, and understanding of, participatory approaches to respond for disaster affected people in IDPs.
Previous experience of managing and developing a multi-disciplinary team on emergency response in general and IDPs in particular.
Experiences in developing concept note and proposal development based on the context of IDPs which helps for resource mobilization on CPiE, WASH-NFI and nutrition and other relevant sectors based on IDP needs.
Proficient in computer skills and use of relevant software and other applications
