ROLE PURPOSE:
The Procurement Officer – Construction is responsible, as delegated, for parts of the functional aspects of construction related procurement in coordination and collaboration with the country Construction Team, Program Operations and internal stakeholders. The role requires a good level of technical and qualified skills in construction projects. The post holder will play a role in the implementation of the relevant procurement plans based on available Bill of Quantities (BoQs) and delivery including follow-up and reporting throughout the various stages of the project.
The post holder will have experience in procurement for construction supplies and materials, reasonable knowledge of tendering criteria and evaluation of contractor bids. If delegated/requested, the post holder may visit the proposed construction sites for information and reporting purposes.
During humanitarian emergencies, the post holder maybe required to work outside the normal role profile
and be able to vary working hours accordingly as directed by the Procurement Coordinator – Construction
and/or Field Procurement Manager/Coordinator
KEY AREAS OF ACCOUNTABILITY:
Planning, Coordination & Programme Support:
· Under the direction of the Procurement Coordinator (or Field Procurement Manager/Coordinator), undertake market research and analysis, support the tender process and assist in the set up of pre-qualified supplier lists and Framework Agreements (FWA)
· As delegated, work closely with the Fleet Team to ensure timely and efficient transport of all supplies as and when required.
Contribute/assist in the delivery of information reports summarising key trends in performance of the construction procurement function against work plans
· Contribute/support in compiling weekly updates and monthly reports outlining progress on ongoing projects as well as the utilization of materials, labour, and equipment being used
Technical & Operational:
· Maintain the contract management database and keep updated records of progress of each construction project for further reporting purposes by the Coordinator and or Manager.
· Support the Coordinator/Manager in ensuring that contract values are within the available budget limit, and also keep record of payables (retentions) and receivables (advances) and inform stakeholders timely for release and/or recovery.
· Assist in identifying where necessary, and through acceptable and transparent ways, contractors/specialists/suppliers to carry out specialised pieces of work where project personnel do not have the capacity to do so
· When directed/delegated, identify and organise procurement of locally available construction materials in close collaboration with the Field Office procurement team.
Realise Professional & Efficient Procurement:
· Carry out all the procurement of materials as per SCI policies, processes and quality standards
· Attend when required the Procurement Committee meetings to provide expert advice on construction materials procurement.
· Support in the establishment of best practice for sourcing freight and transportation service providers, with support from Fleet Management
· Assist when delegated in ensuring that all processed orders are logged into the Procurement Tracker, status updates are communicated to programmes, and that all relevant documentation is filed appropriately.
· Support in keeping the supplier files up to date.
Other:
· While the majority of the work will be carried out in the Addis Ababa office, he/she will be required to make support visits to field offices
As a member of the Operations/ Supply Chain team, S/he will work collaboratively with the team members to ensure good coordination, communication, planning and customer service to staff and the programmes, including providing cover for, and support to others and undertaking any reasonable additional duties as delegated by the Senior Procurement Manager.
Strong preference will be given to candidates who can demonstrate clear learning and training qualifications within the Construction/Infrastructure/Engineering sector either commercial or non-government
