FINANCE OFFICER
For Tigray Region, Mekele
Introduction
The Ethiopian Center for Disability and Development (ECDD) Association was established and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was registered by the Charities and Societies Agency on 3 November 2009 and re-registered on 16 February 2016 as an Ethiopian Residents Charity. ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.
General Description
The main responsibility of the ECDD FINANCE Officer is to manage all financial transactions of the Tigray Region Program. The Finance officer, based in Mekele, works under the overall supervision of the Admin and Finance Manager and the ECDD Executive Director in Addis Ababa Head Office and reports directly to the Regional Program Coordinator based in Mekele.
Description of Tasks
a) Ensure that disbursements are made according to the rules and regulations specified in the ECDD Finance Manual.
b) Check that all transfers from Head Office are made on time to the requesting RDM Team
c) Assist the RDM Program Team on preparing budget requests and settlements using the appropriate formats
d) Ensure that Payment Vouchers are correct and authentic.
e) Check that collections are made on time and are deposited at the bank.
f) Check that disbursement are not beyond the funds available and authority of ECDD.
g) Assist in the development of working procedures, schedules, formats, etc. for efficient financial operations.
h) See that financial reports are prepared on time.
i) Supervise and check closing of accounts.
j) Report periodically on the position of the ECDD budget.
k) Assist in the planning of the expenditures of ECDD.
l) Control expenditures/disbursements based on analysis of accounting reports and financial position of ECDD.
m) Conduct physical cash count using the Cash Count Form and reconcile with book records regularly.
n) Ensure that taxes and other government obligations are met on time.
o) Perform other related tasks as may be assigned by the ECDD Admin and Finance Manager and/or the Regional Program Coordinator
