Reporting to the International Partnership Coordinator, the Consortium M&E Coordinator (Coordinator) is responsible for assuring that the quality of the regular monitoring and evaluation tools is up to the donor and Girls Education Challenge - Leave No Girl Behind (GEC-LNGB) standards and conducting on-site monitoring in the four project locations on regular basics.
The Coordinator is responsible for the overall monitoring design to be harmonized across the Consortium. (S)he is in charge of facilitating and leading of the M&E project technical working group: organizing and facilitating regular meetings, compiling notes from the meetings, assuring that the activities and tasks are delivered as per the outlined time frame. The Coordinator makes sure that the tools used and processes set up are in line with PIN standards and requirements and (s)he is a part of PIN existing MEAL team/structure (e.g. attends the monthly planning and review sessions). Together with the IPC and PIN HQ M&E Expert, the Coordinator regularly up-dates the existing tools and actively contributes to the development of any new required tools (like Community Assessment tool or/and other Monitoring tools).
The Coordinator is responsible for all M&E related expected outputs being delivered in time. /S/he works closely with IPC to assure that all such outputs are embedded in the project design and strategies, as well as that they are in line with the overall set up of the cooperation and coordination within the overall project structure. The Coordinator provides an on-going support and guidance to M&E officers involved in the project (from PIN and partner organisations) to assure the overall M&E strategy is well adopted by all members of the International Consortium. /S/he works closely with project External Evaluation team and provides any necessary support and guidance./S/he provides strategic overview of the implementation of the M&E tools in frame of high level meetings (such as the one of Project Steering Committee) of People In Need (PIN) and Project Consortium on the country level./S/he is in regular communication with partner´s M&E staff. /S/he also ensures integration with other organisational systems and gains benefits from external best practice; and strengthens the monitoring, evaluation and research network in the organization, contributing to the same. The Coordinator is working closely with PIN´s Safeguarding / Feedback and Response Mechanisms Officer to support effective implementation of the PIN key policies, e. g. Code of Conduct, Conflict of Interest, Child Protection and Safeguarding Policy to be able to identify and mitigate safeguarding risks and ensure that safeguarding measures are solid across the Consortium´s systems and programming.
· Ensure Project Consortium’s M&E planning, monitoring and evaluation processes meet the donor/ sector standards and comply with external requirements
Communications and Working Relationships
· Master’s degree or equivalent in development Studies, Statistics, social science or other related fields with minimum of 6 years of relevant work experiences in the sector and minimum of 4 years’ experience in similar position
· Experience with International partners/Project Consortiums,
· Strong management , coordination and good communication skills,
· Experience working with International donors
· Experience in monitoring and evaluation tools development, assessments and research and supervision of baseline/end line surveys
· Experience in data encoding, data analysis and report writing.
· Strong understanding of HAP, Do No Harm and other relevant global standards
· Excellent analytical, team work, negotiation and influencing skills
· Computer friendly (Word, power point, etc.) and also working knowledge of data management systems including analysis software (like Microsoft Excel)
· Excellent knowledge of spoken & written Amharic and English
· Experience in child protection/child safeguarding
