Context and Scope of the Position
The International Organization for Migration (IOM) Special Liaison Office (SLO) in Addis Ababa is looking for a highly competent and qualified national candidate to fill the position of Community Stabilization (CS) National Officer to lead the planning and implementation of Emergency and Post Crisis Unit’s community stabilization, livelihood and economic recovery, environment and DRR activities contributing to the prevention and resolution of internal displacement across IOM’s operational area.
The candidate will also support field project staff through providing technical and supervisory support in the implementation of project activities while ensuring timely project implementation, monitoring and evaluation as well as development of project concepts in the area of responsibility. The CS officer will be directly reporting to the Transition and Recovery Manager while working in collaboration with other programme portfolio such as durable solutions, peacebuilding and DDR within the Transition and Recovery programme under the Emergency and Post Crisis (EPC) unit.
Responsibilities and Accountabilities:
· Collect and analyze information on livelihood, economic recovery need and technical activities to inform the planning of progressive resolution of displacement situations as well as prevention of displacement situations.
· Ensure the timely and efficient implementation and delivery of project activities according to the operational plan and those of the implementing partners as well as providing technical support when required in compliance with rules and procedure of the IOM for all financial and administrative matter
· Provide technical guidance to the relevant government ministries / committees / partners / staff in reinforcing relevant livelihood and community development national policies and strategies in light of IOM’s institutional tools and frameworks.
· Oversea the provision of vocational skills training, business development support, and income generating activities for self-employment for IDP, Refugee and Host Community
· Follow-up with relevant stakeholders as well as units within the mission to expedite implementation of planned project activities and meet project targets
· Prepare detailed work plans, facilitate and conduct capacity building activities on livelihood and community stabilization, program review and other activities as per the approved list of project activities
· Monitor the progress of the project by reviewing, verifying and analyzing work plans, progress reports; prepare and draft technical progress reports
· Lead the organization of relevant conferences, seminars, workshops, training sessions and meetings. Serve as the technical focal point for community stabilization work by actively attending meetings, workshops and inter-agency meetings
· Co-ordinate the project’s work closely with other IOM technical portfolio and programmes to help identify possible synergy on research and knowledge management on TRD
· Provide technical support to Field Office on TRD, identify the most appropriate solution together with local authorities and implementing partners and promote sustainability of technical intervention through local capacity building
· Establish and maintain close links with relevant partners, including government agencies, employers’, NGOs, the UN agencies and others in the area of responsibility
· Perform other duties as may be assigned by Transition and Recovery Coordinator
Educational Qualification
University degree in Social Sciences/Development Studies/Cooperatives/International Relations/Conflict Resolution, Agriculture, Economics, Livelihood, or related field
Experience
Strong knowledge of the Microsoft Office package and statistics software including SPSS is a requirement
Languages
Excellent writing and oral skills in English is required and Working knowledge of French has an advantage
