Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German state-owned company, which is working in the field of technical and international development cooperation in more than 100 countries worldwide.
“The Program Training/Job Partnerships and Support to the Middle-size Enterprises” is a program that has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in December 2018 until November 2021 (three years) and it is the first project phase under the special initiatives of the German Development Cooperation.
The aim is that “Enterprises in selected sectors are showing employment growth” and the program has the following areas of intervention:
1) Capacity Development of the Ethiopian Medium Size Enterprises;
2) Improvement of the employment conditions for sustainable job creation and employment- related growth of the production in the industrial parks;
3) Creation of conducive environment for cooperation between Ethiopian and international companies.
The program thereby acts as a facilitator between the project partner, German Development Cooperation and relevant stakeholders and therefore uses appropriate learning formats to promote networking and the sharing of knowledge among partners.

Activities project is looking, for an Advisor as per the detail below:

Responsibilities
The Advisor with a technical focus is especially responsible for:
§ Conducting analyses of required supplier products/services
§ Analysis of existing capacities of medium-sized enterprises to be supported by the Program and
§ Conduct and assessment as to why foreign investors have so far hardly been able to obtain good quality of products/services from local companies
§ Develop and present concept for capacity development of Medium Size Enterprises that helps add value on the areas listed under the field of action.
§ Managing tasks according to the program’s goals, team agreements in consultations with the head of program and/or assigned team member
§ Innovation and knowledge management as well as transmission of results to counterparts and other relevant stakeholders such as international partners and bilateral/regional German cooperation programmes
§ Identifying of topics in the sphere of Training/Job partnerships that are relevant for the target group, national commission and international partners that are part of the program’s dialogue
§ Monitoring and reporting on recent developments in the sphere of the program sectoral areas in the region
§ Close collaboration with other GIZ bilateral or regional programs in the region that are linked working in the same areas
§ Any other tasks as and when advised by the deputy head of the Program or duly assigned deputy.

Based on above-mentioned main responsibilities, the Advisor will have the following main tasks:
1. Supporting development and implementation of technical priority areas
§ Support of research and study activities on topics relevant for the program.
Overall tasks
Supporting Networking and Cooperation
Overall support and stand-in for Advisor –
§ Cooperation and regular exchange with relevant counterparts in the region, with a special focus on the Training/Job Partnerships in the field of job creation in the medium size enterprises in Ethiopia
§ Cooperation and regular exchange with German cooperation and international partner institutions in the region
§ Support of the development and management of a network between stakeholders and discussions with national and international partners
Knowledge Management
Management and Coordination Tasks
Professional Experience Required entry qualifications and competencies
§ Higher education degree in development studies, international relations, business, economics or other related field of studies.
§ Minimum 5 years of professional working experience related to the field of training/job partnerships and promotion of medium size enterprises
Ø working experience with the private sector or in the context of private sector development
Ø Labour market policies and productive inclusion
Ø Identification and targeting of beneficiaries and management of data/information
Ø An in-depth knowledge of private sector development in Ethiopia and/or other countries
Ø professional experience in project coordination and management of professional networks
Ø Experience in working within an international environment and dealing with international partners.
Ø Working experience with GIZ and / or in the fields of international development cooperation is an asset.
