ROLE PURPOSE:
The Snr Emergency EFSL Specialist is responsible for the design and development of high quality humanitarian FSL programmes (including proposal development), policy engagement and advocacy outcomes of SC’s humanitarian work in Ethiopia. The Senior Specialist will be expected to lead on FSL related sectoral assessments, programme design, coordination among stakeholders, collate and disseminate Early Warning Information and support fundraising, recruitment of key program personnel including documentation of best practices and advocacy. The senior Specialist will be expected to have robust experience in cash transfer programming and lead implementation of the same in compliance with SC CTP Operational manuals and procedures. In most circumstances, the post holder will be expected to mentor and/or capacity building existing country programme staff. The Snr Specialist is also responsible for contributing to strong Monitoring and Evaluations systems (M&E) to measure the impact of the programmes, for providing technical advice (in close co-ordination with the Programme Implementation department) and capacity support to staff in the field to ensure the emergency food security and livelihoods work is of high quality and achieves the programme objectives. The Snr Specialist is also responsible for ensuring that lessons derived through implementation of projects are well articulated, documented and disseminated both internally and externally for future programming and advocacy purposes; and that engagement with policymakers and key stakeholders achieves advocacy objectives to realise greater change for children.
KEY AREAS OF ACCOUNTABILITY:
Programme Support · Design a high quality Emergency response proposal for varied donors; · Lead on technical FSL and Early warning assessments (including market assessments, risk assessments) in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. · Working with the Senior FSL/Resilience Specialist and the humanitarian team to develop sector response plans and master budgets and contribute to Save the Children’s overall response and recovery strategy. · Working closely with the Senior FSL/Resilience Specialist and EFSL Advisors and the humanitarian team, support fundraising for FSL, including development of high quality concept notes and proposals, and engagement with donors’ technical Advisers. · Provide proactive field level technical support and where needed oversee programme implementation to ensure appropriate and timely delivery of programme activities (for example, monitoring against log frames, performance management and work plans). · Prepare or review timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. · Provide technical support in the design and implementation of Cash Transfer Programming including related aspects in CTP (cash + market feasibility assessment, financial risk assessment etc..) · Provide technical support in developing SoPs for cash transfer programming · Work with finance and other teams to ensure appropriate modality of aid transfer and an accountable cash transfer mechanism is in place. · Lead on the development of Emergency response strategies at country level; · Work with finance and other teams to ensure appropriate modality of aid transfer and an accountable cash transfer mechanism is in place. · Provide capacity building to field staffs in different areas related to Emergency Food Security, Livelihoods and Early warning related topics · Facilitate seasonal assessments such as · Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. Support in rolling out and implementation of quality benchmarks related to FSL · Working closely with the MEAL team to put in place accountability mechanism for your thematic area, ensuring that feedback from all relevant stakeholders is considered in programme design. · To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct, LEGS, Government of Ethiopia Early warning and DRM approach etc.
Capacity Building: · Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Representation & Advocacy & Organisational Learning: · Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed. This may involve taking the lead in coordination working groups (internal and External] such as DRM ATF, Ethiopia Cash Working Groups, Emergency Livestock Working Groups, HOT meeting, Government led multi-sectoral seasonal assessments etc.. · Represent save the Children in Ethiopian Cash Working groups and CCD (collaborative Cash Delivery) and DRM agricultural Task Force · Take steps to document lessons learned for wider dissemination. · In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels. · In collaboration with FSL SC colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives. · To identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required. · Proactive engagement to work closely with member countries General: · Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Essential · Significant management and technical experience working in emergency response or fragile contexts, including direct experience in implementing cash transfer programmes, market analysis, early warning assessments and economic recovery. · Education to MSc/MA level in a relevant subject or equivalent field experience · Previous experience of managing a team · Previous experience of project management · Experience of and commitment to working through systems of community participation and accountability · Demonstrated monitoring and evaluation skills · Ability to work both in an advisory and a hands on implementation capacity · Proven capacity to supervise, train and coach staff · Experience of representation and ability to represent SC effectively in external forums. · Experience of preparing successful funding proposals for donors · Ability to deliver quality works in extremely tight deadlines · Ability to write clear and well-argued assessment and project reports · Excellent communication skills with a high level of written and spoken English · Strong influencing skills and experience in advocacy · Politically and culturally sensitive with qualities of patience, tact and diplomacy · The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. · Commitment to the aims and principles of SC.
