GOAL has been working in Ethiopia since 1984, implementing a range of multi-sectoral development and humanitarian programmes responding to sudden-onset and protracted crises. GOAL works with the most vulnerable groups – primarily children under five, pregnant and lactating women, street-connected children and youth, refugees, internally displaced people, and drought-affected pastoralist, agro-pastoralists and smallholder farmers. We are currently operational in more than 40 Woredas across seven Regions of the Ethiopia. GOAL works closely with communities and local government to prepare for and respond to crises, and build resilience for longer-term sustainable impacts. GOAL Ethiopia's major funders are USAID/ OFDA, ECHO, BPRM, Irish Aid, UNOCHA, and other UN Agencies.
ABOUT THE ROLE
GOAL Ethiopia is looking for a competent, motivated, experienced Senior NFI & Shelter Programme Officer to join the organization. As part of the GOAL team you will have the opportunity to contribute to life-saving responses, while expanding your own humanitarian experience. The Senior NFI & Shelter Programme Officer is responsible for leading, coordinating, and implementing GOAL’s shelter and non-food items interventions. This includes the planning and oversight of all shelter and ESNFI activities through both cash-based and in-kind modalities, as well as direct support during implementation and assessments.
ABOUT YOU
You'll be an experienced Senior NFI & Shelter Programme Officer and will be responsible for quality design and implementation of all Shelter and NFI activities across the country. In coordination with the Senior WASH & NFI Coordinator, you will also support the overall coordination and monitoring of SNFI activities, and provide support and guidance to field level project staff who are involved in the implementation of SNFI projects.
You will work closely with the programmes, finance, logistics, compliance, procurement's and grants units to design responses, ensure high-quality implementation, report on progress, monitor implementation, and contribute to internal and external learning processes.
· University degree in Engineering background, Social Science, Humanitarian Assistance, Business or similar field combined with relevant work experience. Advance degree preferred.
· Designing shelters experience.
· At least four years of experience in the same/similar role in another organization or association
Desirable qualities, Skills and Competences:
· Excellent communication skills, both written and spoken in English and Amharic.
· Strong capacity and experience with planning, organizing and coordination
· Results and performance oriented
· High capacity for taking initiatives and working independently
· Demonstrated technical expertise in humanitarian response activities related to shelter and non-food item distribution.
· Experience and knowledge of cash transfer programming.
· Experience with shelter rehabilitation and design will be an advantage.
· Knowledge of budgetary, procurement and logistical procedures relevant for humanitarian response.
· Experience working with women, children, specific needs groups
· Experience in the development of targeting criteria and conducting beneficiary verification processes
· Knowledge and experience of Housing, Land and Property issues
· Excellent communication and listening skills, capacity to build relationships with targeted groups
· Strong aptitude for teamwork and flexibility; dynamic and proactive attitude
· Excellent and proven ability to adapt to difficult, challenging and stressful situations
· Good organizational skills and capacity to work independently, if necessary and/or required
· Integrity, professionalism and expertise in processing reports, data protection, and questionnaires
· Excellent interpersonal, written and verbal communication skills and demonstrated ability to communicate effectively with individuals at all levels.
· Skilled at carrying out needs assessments and project evaluation desirable
· Ability to perform duties with minimum supervision

Remuneration & Benefits:
Salary Birr 25,355.00 – 26,876.00 per month
Transportation Allowance - 10% of monthly salary.
Taxi fare, 300 birr/month.
Medical Allowance - Birr 6,500/annum (will be added in your monthly salary)
Pension - as per the government pension scheme (11% from the employer and 7% from the employee).
