Ethiopia-Data Use Partnership (E-DUP) seeks to recruit Health Information Technology Specialists. E-DUP’s goal is to improve the use of high-quality routine health information; improve the quality, efficiency and availability of, primary health and nutrition services at all levels of the Ethiopian health system. These position holders will fully be embedded within the Federal Ministry of Health (FMoH). |
Summary of Responsibilities |
The Health Information Technology Specialist will support FMOH in the customization and roll-out of various components of health information system, setting up help desks, support the eHealth Architecture design, support the development of various shared services, such MFR, NHDD, MPI, and others. The position holder will also be expected to contribute to the planning and development of the national data warehouse. He/she will represent the team as a member of various Technical Working Groups formed by the FMOH to strengthen the electronic HIS in the country. |
Specific Responsibilities |
· Participate in short and long-term planning sessions with FMOH for health information systems development and implementation. · Provide recommendations for prioritization of HIS initiatives based on the understanding of health program needs, HIT workload, and budget. · Coordinate all aspects of health information system development and implementation, working closely with the Federal Ministry of Health and Regional Health Bureaus. · Provide continuous technical assistance to FMOH to identify and address technical or data architectural issues that arise with the software, if any and establish a server and backup system within the FMOH that will be accessible to the RHB and other subnational entities. · Support the development of the long term eHealth architectural vision for Ethiopia. · Provide technical leadership and guidance in the development, testing, implementation & ongoing maintenance of all interfaces and integration of health information systems, deployed by FMOH at the national and regional level. · Produce integration architecture deliverables (e.g., application, business, information, infrastructure, security) to support eHealth architecture needs, translating user requirements to solutions. · Assist in the development of requirements specific to integration and provide input to roadmaps for eHealth integration architecture or for individual areas of technology focus. · Provide expert advice and high-level specialist training to colleagues and system users, including the development of training packages in the areas of eHealth architecture and interoperability through collaborative working with key areas of the service. · Support the electronic Community Health Information Systems development and implementation. · Support efforts for gathering requirements and selection of platform for electronic medical records. · Support the design of national health data warehouse based on the requirements and use cases defined by the FMOH. · Landscape available technologies for the development of national health data warehouse and recommend platforms for FMOH decision. · Analyze and recommend an effective and feasible hosting option for the National Health Data Warehouse. · Participate in the development and implementation of the National Health Data Warehouse. · Support development of the Master Facility registry of the health system. · Ensure the deployment and smooth operation of MFR in the FMOH cloud. · Support the development and proper deployment of a terminology management service to create and manage a national health data dictionary. |
Education | |
MSc and Bachelor degree in; Computer Engineering, Computer Science, Health Informatics, Information Systems or related fields. | |
Experience | |
· Extensive knowledge of hardware platforms and enterprise software applications. · Technical experience with systems networking, databases, Web development, and user support. · Good background in Database design. · Experience in agile software development methodology. · Background in a different programming language. · Experience in the development and implementation of standards, procedures, and guidelines to support operational processes.
