Objectives: The Cash Assistant/ Livelihoods Officer is responsible for the implementation of of emergency livelihoods related interventions(conduct market assessment , assessing the existing financial service provider , targeting the cash transfer beneficiaries and conduct risk assessment for CTP ) in three project woredas of Liben Administrative zones, Somolia region. She/he ensures the establishment of linkage among government sector offices , the project and financial service providers for the smooth implementation of the project and meet set objectives .
RESPONSIBILITIES AND TASKS:
Planning and implementation:
§ In collaboration with zonal and Woreda partners carry out Market assessment to find out the market functioning and integration for cash intervention for drought and conflict affected communities in the project Woredas .
§ In collaboration with Project Manager develop and regularly update of the project work plan (DIP), monthly, quarterly and semi annual work plans to effectively Cash transfer program and related capacity building through training provision) to achieve the intended project goals.
§ Closely follow up cash assistance and livelihoods project activities
§ Regularly report updates and progress of the project to the project team leader and emergency response manager
§ Ensure the participation of community particularly women in beneficiary selection and timely provision of project deliverables. Also ensures targeting committees are established in each of targeted Kebeles and they are clear with appropriate and agreed selection criteria
§ Ensure communities’ active participation in all of the intended interventions and activities across in all of the project Woredas
§ Conduct regular assessments in collaboration with Woreda technical experts
§ Follow up the cash are delivering mechanism is easy to beneficiaries and cash distribution is on timely manner
Coordination and Networking:
§ Strengthen organizational linkage between the project and Woreda relavant sector offices
§ Together with the project manager establishes networking with other similar projects and programs implemented by partner NGOs in the project woredas.
§ Ensure the implementation of the agreed planned activities that are approved by both Donor and Government in the timely fashion
§ Ensure the implementation of recommendations that would be made during joint monitoring on the progress of the project.
§ Participate and represent the project in various cash transfer technical forums at various levels
§ Coordinate community facilitators to work with front line extension government extension agents
§ Establish a working relationship between CARE and the private sector ( financial service providers as relates to cash transfers)
Training and Capacity Building:
§ Organizes training and other capacity building program for targeted project beneficiaries in respective project Woredas in close collaboration with Project Manager
§ In collaboration with community facilitators carries out community sensitization and awareness regarding the benefit of communal asset creation, protection and enhancement of the natural asset base through cash for work program.
§ In coordination and alignment with the PSNP, prioritize Cash for work activities to avoid duplication and ensure complimentary.
Reporting:
§ Review , compile periodic ( monthly and quarter progress ) reports to ensure deadline of submission
§ Ensures systematic documentation on Cash Transfer Programming , capacity building trough training provision so as to provide the Project Manager with relevant and up to date information
§ Compile aggregated data by sex and age composition of targeted households and their family members
§ With other concerned staff, collect , compile and report an early warning data on regular basis
Learning:
§ Compile and document lessons learned and best practices of the project for wider sharing
§ Record and document lessons from program process and achievements and utilize them for programme review
§ Share good practices and learning with CARE, stakeholders and partners;
§ Organize forums and experience sharing visits to extract/share success stories and challenges;
§ Identify partners with good and relevant practices for potential experience sharing;
Perform other duties as assigned by his line manager or CARE staff
A) EDUCATION/TRAINING
Required:
§ BSc degree in agriculture, disaster risk management and sustain development or rural development field of studies or economics.
Desired:
§ MSc degree in agriculture or rural development studies or disaster risk management and sustain development or food security and Livelihood studies , economics
B) EXPERIENCE:
Required:
§ More than 5 years of related experiences for BSc degree and 3 years for MSc
Desired:
§ Field experiences with rural community and IDPs
§ Knowledgeable of the project areas
