1. Organizational Context and Scope
Since March/2017, IOM Ethiopia, Special Liaison Office in Addis Ababa, has been implementing the EU-IOM Joint Initiative for Migrant Protection and Reintegration in the Horn of Africa (hereinafter JI) program, funded by EU Trust Fund. The aim of the program is to contribute towards facilitating orderly, safe, regular and responsible migration management through the development and implementation of rights-based, development-focused sustainable return and reintegration policies and processes. The initiative aims to help returnees reintegrate into the community economically, socially and psychosocially and feel that they are in an environment of safety and security.
The program is mainly implemented in four regions in Ethiopia, highly affected by migration and a source of potential migrants and returnees. These are: Amhara, Oromia, SNNP, and Tigray Regional States. For the implementation of the program at Federal level, IOM is engaging the National Anti-human trafficking and Smuggling taskforce, and the Protection and Reintegration working group which brings together various government and non-government institutions working in this area. At regional, zonal and woreda levels, it is envisaged that the coordination and collaboration will be with the various government structures with reintegration and related mandates at each administrative level such as BoLSA, Rural/Urban Job Creation Offices, BoWCA, Education Bureau, Health Bureau, Micro-finance institutions and others.
The objective of the task is to develop and formalize a Standard Operating Procedure and an appropriate National Referral Mechanism (NRM) to support the implementation of the National Reintegration Directive 65/2018.
2. Responsibilities and Accountabilities
The consultant will be expected to produce a clear and well documented SOP and NRM to support the implementation of the Reintegration Directive 65/2018. The SOP should fully incorporate the procedures on how to reintegrate returnees, design a referral mechanism, develop tools to be applied and clearly map roles of different actors in the reintegration process.
The specific activities/scope of work will be the following:
· Collect, review and analyse all the necessary documents to fully substantiate all stages and approaches (individual, collective and community) of reintegration of returnees;
· Collect, review and analyse all the necessary documents to fully understand the administrative framework for all reintegration initiatives;
· Collect, review and analyse the international and national level approaches for reintegration of returnees;
· Carry out stakeholder analysis to bring out the roles and responsibilities of key actors and institutions that play a vital role in the reintegration of returnees and design the NRM to strengthen the linkages between and amongst stakeholders and actors;
· In consultation with the EU-IOM JI Program Team and the Protection Working Group, prepare a comprehensive list of contents to be included in the SOP;
· Draft specific, detailed and practical steps to be followed for reintegration of minors, adults, and vulnerable returnees with focus on rights-based, development focused and gender-responsive perspective supporting the implementation of the National Referral Mechanism (NRM);
· Develop the necessary forms and tools, outline implementation modality, framework and timeline in consultation with government stakeholders;
· Facilitate two national and four (one per regional state of Amhara, Oromia, SNNP and Tigray) regional protection working group validation/consultation workshops and present the draft SOP to key stakeholders and solicit their inputs/feedback/comment on the draft;
· Finalize the SOP incorporating all the inputs provided by participants of the regional validation workshops;
· Facilitate one protection working group consultation workshop at Federal level and finalize the SOP incorporating all the inputs;
· In collaboration with EU-IOM JI and the Employment Directorate of the Federal Urban Job Creation and Food Security Agency (FUJCFSA), facilitate SOP approval and adoption processes by concerned government stakeholders;
· Produce a well-written and comprehensive SOP;
· A detailed presentation must be made by the consultant after the completion of the SOP on the features of the SOP at a national consultation which will be organized by EU-IOM JI;
· Proof-read and finalize the translated Standard Operating Procedure for Assisted Voluntary Return and Reintegration, developed by EU-IOM Joint Initiative for Migrant Protection and Reintegration in the Horn of Africa Program and the SOP for the National reintegration directive 65/2018
· Engage in awareness raising and capacity building activities to be held in promoting the SOP.
3. EXPECTED DELIVERABLES AND TIMELINE

4. SPECIFICATIONS FOR APPLICATION
