I. JOB SUMMARY
The Administration & Logistics Officer is responsible and accountable for ensuring proactive tracking and follow up in the key program support areas such as procurement, administration, human resources and logistics for Emergency Unit. S/he will provide technical support to ensure effective and timely implementation of emergency projects.
II. MAJOR RESPONSIBILITIES AND TASKS
· Together with Sector Advisors, prepare procurement plan for each project, follow up and make sure procurements are happening timely as per the plan.
· Maintain dashboard for rental vehicles and track purchase requests and purchase orders and make sure vendor payments are effected regularly and timely within the project lifespan.
· Initiate discussion with program, grants, HR and procurement teams when concerning issues are identified in the tracking exercise.
· Closely work with procurement and finance to check vendor contracts and payment times are linked to project timeline and make sure vendors are paid timely for the services they rendered to emergency projects.
· When necessary provide roving service and on-site support to field office teams on administration, logistics and procurement mainly in newly set up offices/responses.
· Support in establishment of centralized filing system and consolidate information on the response of CARE Ethiopia.
· Prepare periodic HR and Procurement reports.
· Ensure all lease agreements for warehouse are timely renewed or cancelled/ terminated in line with CARE Ethiopia’s policy & procedures and standard practices.
· Organize orientation program for new Emergency Unit’s staff in collaboration with HR Unit.
· Ensure logistics requirements in emergency operations take gender-specific needs into consideration
· Any other tasks as requested by the Program and Operations Manager and Program Coordinator.
A) EDUCATION
Required:
§ B.A in relevant field (Business Administration, Procurement /Purchasing, Logistics or other related fields).
Desired
§ Humanitarian experience, project management skills and accounting background
