Job Purpose : The purpose of the WASH Specialist position is to ensure any WASH constructions are implemented in a timely manner and with high quality professional design and specification. To ensure WASH projects are implemented in line with project proposals and plans - on time ensuring quality and adherence to national, international and Concern guidelines. To ensure effective participation in and ownership of the project by communities and stakeholders through liaison, coordination and communication among Concern’s WASH program staff, communities/beneficiaries and other stakeholders for sustainable program results and outcomes.
Coordination and networking § To liaise with Government and other relevant actors as requested by the line manager. § Establish good working relationship with Concern staff, government bodies and other stakeholders. § Participate in WASH cluster meeting as required. Technical Support and Facilitation § Conduct regular field visit to mentor the ongoing WASH construction projects. § Participate, take part in needs assessments, and produce detailed technical reports related to WASH construction activities. § Develops the work-plan for the WASH construction/engineering component and monitors compliance to ensure objectives and targets are met/ achieved. § Design of standard water supply schemes, latrines, Irrigation systems, school classrooms, incinerator and waste disposal systems using innovative ways. § Prepare construction contract agreement, bid documents, expression of interest documents as requested. § Prepare/ review detail implantation plan and procurement plan. § Assist the WASH coordinator in budget follow up in accordance with the agreed plan. § Assist the WASH coordinator in Construction Contract administration. § Work closely with the logistics department to facilitate ongoing procurement § Review and provide feedback to draft reports produced by field based project managers to develop their capacity § Contribute to the documentation of success stories and learnings. § Adapt and improve the existing programme on an ongoing basis, based on careful review of monitoring and evaluation findings liaise with WASH team. § Implement technical direction and ensure high technical quality of projects. § To ensure an integrated and multi sectoral approach to WASH programming, assist the team in finding ways to integrate/link and combine hygiene & health promotion, water and sanitation facilities design, construction & maintenance, with Health , Nutrition, Livelihoods and food security etc. § Plans and undertakes field visits, and surveys in order to monitor and evaluate WASH construction/engineering project implementation and other assigned activities. Identifies problems and proposes remedial actions. Identifies alternative courses of action, to accelerate/improve programme delivery. § Ensure that cross cutting issues are mainstreamed into WASH programmes. § Give regular technical supports and on job coaching to WASH managers based at project areas in preparation of detailed work plans, technical drawings, bills of quantity, procurement plan and bid documents for the implementation of WaSH projects. § Identify and address WASH staff capacity building opportunities. Planning, Reporting and Accountability § Assist in contributing to the preparation of WASH proposals and concept notes § Lead need assessments and produce in depth assessment reports § Contributing to the preparation of internal and external reports. § Collect reports and documents as well as share all data related to the progress in the project implementation. § Provide regular progress reports to WASH coordinator. § Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them. § At all times adhere to policies and guidelines of Concern. Emergency Response : § Participate and contribute as necessary towards Concern’s Emergency response as and when necessary Comply with Concern’s health, safety and security guidelines during emergenciesGender Equality : § Contribute to the development of gender sensitive action plans and indicators for WASH projects § Assist in monitoring the implementation of the action plans and indicator progress and make suggestions for corrective action/change as needed Contribute to ensuring Concern Ethiopia has a gender sensitive working environment and attend gender equality training and organizational conversationsThis job description is not exhaustive and may be revised by the line manager from time to time.

§ BSc. in Hydraulic, water Resource Engineering or related field from recognized university.
§ Comprehensive knowledge in constructions of water supply, sanitary, Irrigation schemes and G+0 buildings. Minimum of at least 5 -6 years relevant work experience in WASH related activities at community, health institutions and schools both for emergency and development settings and at least two years’ experience in Irrigation projects is mandatory.
§ NGO experience is preferred
§ Appropriate technical skills training and computer software; practical knowledge of Auto-cad is a must.
