ROLE PURPOSE:
conduct a Gender Assessment to determine the existing health system gaps and social barriers experienced by vulnerable groups in four target Woredas (SNNPR- Hudet and Moyale, Somali- Gedebe and Wonago), focusing on maternal and child health (MCH), sexual and reproductive health (SRH) and sexual and gender based violence (SGBV) services being provided.

KEY AREAS OF ACCOUNTABILITY:
· Identify the priority needs of women, men, girls and boys for health and nutrition services, recognizing the unique needs of each group, and highlighting major gaps/unmet needs.
· Establish the current pattern of gender relations and age / gender-based barriers as they relate to health and nutrition practices and access to services (including MNH, SRH and SGBV services).
· Determine if / how the humanitarian context has altered gender relations or the ability for women, men, girls and boys to claim their rights to health, nutrition, and safety.
· Reveal potential risks or unintended consequences of the humanitarian response on existing gender relations and intercommunal tensions, including risks of escalating conflict or GBV.
· Inform the development of key recommendations and action items to be incorporated into a Gender Equality Action Plan for the project.
· Prepare detailed Terms of Reference and methodology for the assessment
· Develop assessment tools (quantitative survey, FGD guide, KII guide)
· Support on recruitment and training of key enumerators for data collection
· Lead on data collection and analysis of results in the four Woredas
· Submission of assessment draft and final reports
Child Safeguarding Responsibilities ( if the position holder is focal person for CSG)
· Ensure all staff, partners and any representatives of Save the Children are aware of the child safeguarding policy, hub office risk assessment is conducted and mitigation plans are addressed, local procedure is established and all raised concern appropriately responded, and attend Hub and country office focal point meetings.
Proposal & budget development ( if the position holder is focal person for proposal and budget development)
· In close coordination with SMT and the Programme Operations Director, participate in program proposal process led by Programme Development and Quality department, liaise with donors, develop funding plans and proposals, and ensure that all programs progress in accordance with grant agreements, are completed within time and on budget
· Working with SMT and the Programme Operations Director, participate in conceptualizing and designing cost effective, innovative and high quality programs to serve difficult to reach children
Safety & Security focal person Responsibilities (if the position holder is focal person for S& S)
· Collect and circulate appropriate security information through the NGO Forum security mailing list and other modes of communication. This is a full-time role during a security incident
· Collect and manage security information for SCI, including contact information and Office/residence locations.
· Oversee the development of maps of office locations and security incidents.
· Develop and standardize “good practice” checklists for priority threats and share relevant security resources.
· Facilitate Security briefings
· Help to ensure that all new SCI staff is conversant with relevant security protocols
· Represent regional meetings with UNDSS, NGOs other external stakeholders and advocate NGO security challenges and needs
· Detect and analyse changes to local security environment
· Monitor security equipment to ensure proper functioning (e.g. fire extinguishers, first-aid kits, etc.),
· Provide immediate support and co-ordination during and after a security incident involving the MFI and MFI staff
· Report security incident to appropriate parties as per the policy,
· Ensure every member of staff takes on-line security training wherever possible,
