The Livelihoods for Resilience Activity (“GRAD 2”) is a five-year project that runs from December 2016 to December 2021. The project is funded by USAID under Feed the Future, with the aim of reducing food insecurity and increasing resilience for households in Amhara, Southern Nations, Nationalities and Peoples Region (SNNPR), and Tigray. The primary purpose is to enable 97,900 chronically food insecure households to graduate from the Productive Safety Net Program (PSNP) with resilience.
Purpose and scope of the consultancy
The Livelihoods for Resilience Activity is seeking a consulting firm to work together with a pre-determined lead consultant to conduct a study that will employ both quantitative and quantitative data collection methods. The study will employ both quantitative and qualitative data collection that aim at measuring women’s empowerment over time. Hence the consultant is expected to:
· Provide a detailed inception report, including a finalized methodology, sample size and translated tools into the 5 local languages in the project implementation areas (Amharic, Tigrigna, Hadiyyisa, Sidamigna, Gedeoffa). The tools will be provided by CARE.
· During the inception report the lead consultant along with a supervisor will test the tools.
· Organize a training of supervisors in Addis Ababa that will be led by the lead consultant. Training of enumerators will then be cascaded in the regions. Prior to the trainings the tools will be tested in the field by the supervisors and team lead.
· Provide weekly reports while in the field
· Provide all raw data, including voice recordings and expanded notes
· Conduct quantitative and qualitative data analysis
· Submit a high-quality report to the lead consultant
For this consultancy, the firm must have:
· Proven experience providing qualitative and quantitative data collection services for international organizations
· Strong data collection and management skills
· A good roster of qualified enumerators and supervisors
