TERMS OF REFERENCE
LESSONS LEARNED AND BEST PRACTICES CONSULTANCY, RDPP IN JIJIGA
I. Background:The Regional Development and Protection Programme (RDPP) in Ethiopia is part of the wider RDPP in the Horn of Africa led by the Netherlands. In line with the RDPP framework the overall objective of RDPP Ethiopia is to create evidence-based, innovative and sustainable development and protection solutions for refugees and their host communities in Ethiopia, hence providing alternatives to irregular primary and secondary movements. RDPP Ethiopia is financed under the EU Trust Fund (EUTF) Horn of Africa window.
RDPP Ethiopia is focused on integrated solutions targeting both refugees and host communities in four main areas of intervention: (1) improved access to basic services in water energy and education, (2) improved livelihood and employment opportunities, (3) improved protection with a focus on access to justice and rule of law, and (4) strengthened capacities of local authorities and multi-stakeholder coordination platforms to cooperate in developing an integrated approach for refugees and host communities
Save the Children is a led organization for the implementation of the RDPP program in Jigjiga. The overarching objective of the RDPP Jigjiga area (Somali Regional State) is to create evidence based, innovative and sustainable development and protection solutions for refugees and their host communities in Ethiopia’, providing alternatives to irregular primary and secondary movements in Jigjiga (now Fafan Zone), Somali Regional State (SRS), Ethiopia. The 39 months’ action is led by a consortium of 3 experienced INGOs: Save the Children (SC, consortium lead), International Rescue Committee (IRC), Danish Refugee Council (DRC), and Organization for Welfare and Development in Action (OWDA), an established Ethiopian Civil Society Organization (CSO).
The 4 partners have long experience of working with refugees and their host communities, and together they form a strong consortium well placed to promote an integrated approach with joint solutions for both communities
The program has four specific objectives that aim to improve access to integrated basic services delivery (water, energy and education), improve livelihoods and employment opportunities and protection of Somali refugees and their host communities; and strengthen capacities of local authorities and multi-stakeholder coordination platforms in the action target areas
II. RDPP Programme Objectives:
1. Improved access to integrated basic service delivery for Somali refugees and their host communities. The action aims to improve access to basic service delivery and promote social cohesion through conflict-sensitive programming for host and refugee communities, thereby building common understanding on matters of mutual interest. The services include: education (primary, secondary and tertiary); low-cost data loggers and environmental friendly energy such as solar powered water pumps; and sustainable water facilities. This objective has 2 expected results, to be delivered by IRC, DRC and OWDA for WASH, DRC for energy provision and SC and IRC for education.
2. Improved livelihoods and employment opportunities for Somali refugees and their host communities. Engaging youth and women from refugee & host community through social, economic, and work readiness skills development, addressing access to finance, and linking to long-term economic opportunities are integral to this action. The action will mainly target most vulnerable youth and young women from refugee & host communities who are at risk to be engaged in irregular migration. The action directly contributes to GoE strategies of entrepreneurial culture, poverty reduction and prevention of irregular migration, by engaging the private sector and offering of opportunities for sustainable livelihoods. This objective has 3 expected results, which will be delivered by SC and IRC.
3. Improved protection of Somali refugees and host communities in target areas, with a focus on vulnerable groups including those at risk of irregular migration/ onward movement. This objective aims to support the GoE to establish functional coordination mechanisms in delivering access to justice and referral mechanisms for protection services to refugees & host communities, thereby increasing sense of security and safety in the community. This objective has 2 expected results, which will be delivered by DRC.
4. Strengthened capacities of local authorities and multi-stakeholder coordination platforms to cooperate in developing an integrated approach for refugees, host communities and mixed migration flows. The action will assess and build government and non-government actors’ ownership and capacity to develop and implement integrated plans that provide more holistic services for refugees & host communities in a sustainable manner. It will support existing coordination platforms at local community level towards improving multi-stakeholder coordination for integrated services to refugees & host communities, and initiate links to the regional level coordination system. This objective has 2 expected results, which will be delivered by SC and DRC.
III. Objective of the Consultancy
This consultancy is a short term assignment to extract and document the lessons learned and best practices of the RDPP project implemented by save the children with partners in Somali regional state Jigijga area, to inform our future programming and advocacy. The documentation is expected to develop a range of knowledge products for diverse channel and means including guidelines, reports, publications, media and other materials), and to inform our and partners future programing and policy advocacy.
The specific objectives of the documentation are:
1. Learn at the different level contributing for integrated services and durable solutions for refugees and host communities.
2. Study on how the package of interventions (Education, WASH, Energy, protection, Livelihood and coordination) provided to host and refugee community has contributed to the desired outcomes/change.
3. Document Best/ Good practices of the program in addressing WASH, Energy, Education, Livelihoods and coordination, protection issues and the need for young people to engage in irregular / onward migration.
4. Document 6 case studies detailing the programmed investment at community and individual level, reporting changes inspired by RDPP in the lives of the refugees and host communities.
5. Identify key gaps and major challenges of the program, including systemic gaps at the ground that need to be further invested in future programming.
6. Provide practical recommendations for program scale up, to inform future similar programming and advocacy.
1. The documentation will be undertaken Awbare and Kebribayah woredas, Fafan Zone, Somali regional state 3 refugee camps (Shedder, Awbare, Kebribayah) and surrounding host communities in Awbare and kebribayah woredas.
2. The final document is expected to embrace different sample successful cases of best practices, related to the impact of the program at the individual child/ youth, at family, community, and protection issues and the need for young people to engage in irregular / onward migration.
3. Documentation of set of case studies focusing on impact of the program at different level as stated above; with high resolution and high quality photograph.
4. A set of thematic reports in line of each of the program objectives, summarizing good practices and lessons learnt from the project contributing to durable solutions for refugees and host communities.ie. Water, Education, Energy, livelihood, Protection and Awareness
5. Document successful approaches and lessons from the program interventions in contributing for finding alternatives to risky irregular migration among the young people. That include lessons from the awareness rising interventions on risky irregular migration
6. Assesses and document lessons from coordination and integration approaches of the program. That include, among others: -
a. The integrated service delivery of the refugee and host community service systems in enhancing the host community’s capacity to respond for the needs of refugees and host communities (that includes integration of services delivered by both government and non-government actors, and integration of services by the consortium members);
b. refugee and host community integrated approaches in supporting the local integration and durable solutions for refugees,
c. the refugee and host community approach, contributing for peace building and in promoting refugee participation / contribution to the local development in the host community
7. Identify the innovative and successful approach of the program: What is special about it? How can it inform programming of adaptation project in future durable solutions programming and advocacy work? What are the success factors and challenge?
8. Identify key program gaps and challenges, and draw practical recommendations at program and policy level, based on the identified gaps and learning
The consultant is expected to provide a detailed proposal, indicating the methodologies that will be used for documenting the good practices and lessons learned. The consultant should come-up with methods proposed for collecting qualitative data, including sampling techniques, data collection tools and procedures, the method for compiling, analysis and systematize presentation of the data on lessons learned into knowledge reports for dissemination to inform programming and policy advocacy. .The consultant will work with Save the Children technical team and field based project staff, and actively engage the program consortium remembers: International Rescue Committee (IRC), Danish Refugee Council (DRC), and Organization for Welfare and Development in Action (OWDA). The methodology and framework for the documentation should be designed based on a participatory approach, capturing views of beneficiary children and youth as main informants of the study, and should encompass perspective of parents/caregivers and community members from the refugee and host community. Moreover the consultant is expected to communicate and gather views from the host community, government stakeholders particularly , BoFED, Education Bureau, Agriculture Bureau, Water Bureau, Energy Bureau etc., and from refugee stakeholders, ARRA and UNHCR at regional and field level.
The consultant team before starting the actual work must review available project key documents and understand the nature of the program conduct:
I. Desk review of key documents
Documents to be reviewed might include but not limited to:§ National Refugee Proclamation and Legislation; National Refuge response Plan (CRRF),
§ Project Base line and LED assessment documents :
§ Project documents including Operations Manual, proposals, reports and awareness materials (news releases, publications, videos and factsheets).
§ Communications and knowledge products developed by the project
§ Projects evaluation and review documents.
§ Regular project reports.
2. Field based data collection
§ Technical and field based project staff of the program consortium members;
§ The project steering committee at the Regional, Zonal and Woreda level
§ Key host community government and refugee stakeholders at the regional, zonal and woreda level, including BoFED, ARRA, UNHCR, and other host community government offices including Health, Education, justice (school of Law free legal aid service), Agriculture and microfinance and private sectors involved in the program implementation as key stakeholders.
§ Beneficiaries children and youth; and community members from the refugee and host community, including Community-led groups
3. Documentation of case stories
The consultant is expected to document four to five sample successful cases of best practices, showing the impact of the program at the individual child/ youth, at family, community, and institution level. Cases will be identified in consultation of Save the Children and consortium members, and should include cases from both the refugee and host community.VI. Expected deliverables and time line
1. Main DeliverablesThe consultant is expected to deliver a report of best practices in line of the scope of the work indicated above and key deliverables below.
§ A comprehensive inception report covering literature review and analysis and explaining the detail data collection tools/instruments for the documentation, and list key documents to be used for the desk review; and share with Save the Children for review.
§ Have a discussion meeting with save the children technical team to share inputs/ feedback on the draft inception report. Deliver revised inception report incorporating feedback and inputs from Save the Children technical team.
§ Provide 6 case studies on how package of interventions has improved programmer integration.
§ Submit first draft documentation report on the good practices and lessons in line of the set objectives and scope of work.
§ Revise documentation report in line of feedbacks from Save the Children and consortium members, and submit the final report with tools and questionnaires used for the data collection
§ Conduct presentation on validation workshop on the report at jijiga level involving consortium members and key stakeholders.
The results of the lessons learned and best practices generated based on the information gathered from desk review, interviews and community interaction will then be presented in a meeting/workshop of key stakeholders to facilitate the selection/determination of the case studies and thematic reports as knowledge products. A) Produce a range of lessons learned and best practices write up using a standard format generated and agreed upon.B) Produce the 10 case studies
C) Five and six knowledge products for dissemination for local, regional and international audiences. These products would be agreed on and expected to cover the thematic areas cover by the RDPP projectile. Water, Education, Energy, livelihood, Protection, Coordination and Awareness.
D) One document for Booklet material that shows all the best practice of the document.
Schedule of the detailed activities and expected time of delivery of the assignment should also be indicated inline of each of the key deliverables. This consultancy will be implemented during the period starting August 10, and September 15, 2019. An inception report will be due on August 15, the list of lessons learned and best practices will be due on August 30 -, and a final report will be due on September 10. The level of effort will require a total of 30 consultant days.

VIII. Roles and Responsibilities:
1. Save the Children:§ Facilitate an agreement and conduct necessary payments as per the agreement indicated
§ Supporting the Consultant in accessing Programme related documents and research;
§ Support with communication for field work;
§ Actively engaging the Consultant throughout the research and review process;
§ Being available for feedback and review of drafts documents as necessary.
§ Take written agreement as per the TOR with save the children.
§ Professional and independent delivery of all above listed outputs in line with specifications given within the Terms of Reference within agreed upon timeframe.
§ Quality written outputs that are of publishable quality.
§ Regular and transparent reporting on progress to Save the Children, including any change or challenges as they develop.
§ Commitment to presenting results in a professional and accessible manner.
§ Lines of Communication
§ The Consultant(s) will report to _ Jigjig field office RDPP Project team mainly the programme manager and he /she will work closely with the child protection and migration team at Addis Ababa office level.
§ Save the Children has Child Safeguarding Policy that all enumerators ….will be expected to comply with and will be required to sign a statement of commitment to the policy.
§ The consultant team is expected to have technical team composed of Minimum Master’s degree education background in related field of study including law, international studies, Disaster and Risk Management, public policy, or other relevant social science from recognized institution.
§ The consultant team should also compose a team member with photography skills for the case story documentation
§ Minimum 8 years of experience in related field of work; and adequate and proven professional experience and technical knowledge in designing and conducting the desired documentation is required. .
§ Language Requirements: Proficient in English language, spoken and written, ability for Somali language has added value.
§ Experience in working with government agencies, civil society organizations and international organizations is an asset.
Excellent time management skills, with an ability to deliver high-quality outputs on time.
