Job Summary
The Strengthen PSNP4 Institutions and Resilience (SPIR) under Development Food Security Activity (DFSA) implemented by a Consortia where CARE Ethiopia is implementing SPIR activities in East and West Hararghe aimed to enhance livelihoods, increase resilience to shocks, and improve food security and nutrition for rural households vulnerable to food insecurity in Ethiopia.
The Program Coordinator position is responsible and accountable for overall planning, quality implementation and management of the program. S/he provides oversight and guidance to the Technical Team based in Addis Ababa, and two Project Managers based in field offices, coordinates with the Consortia, CARE Food management team and other departments/units at CARE Ethiopia. S/he will also manage financial and other project resources following the organizational/donor regulation. S/he also need to ensure timely submission of different project and financial reports.
Responsibilities and Tasks
· Ensures SPIR/DFSA adhered to program goals and work plans and compliant with donor and GoE regulations.
· Ensures the development of key leadership, management, financial and administrative skills of direct reports as relevant to increase their capacity and ensure overall quality of program actions and impact.
· Ensures teams in the program operational areas are adhering to procedures and policies (compliance).
· Completes all CARE performance management activities including: performance planning, monitoring, and annual performance appraisals.
· Ensures gender related manuals, strategies and guidelines are available and utilized by program staffs to ensure gender sensitivity and equity in the context.
· Ensures that SPIR/DFSA team develops realistic and strategically focused implementation plans which are oriented toward accomplishment of the SPIR/DFSA, and are supported by individual operation plans of the field office program staff.
· Ensures that the program interventions are implemented according to the program guideliens/policy, agreed upon plans and signed agreements.
· Monitors the implementation of program and documents progress on program objectives and areas for correction, and ensures that appropriate follow-up actions are taken.
· Ensures gender impacts of the SPIR/DFSA are timely and appropriately monitored, analyzed and reported through monitoring and evaluation system.
· Coordinates with SPIR/DFSA consortium planning and monitoring activities at the national level, and in the Technical Working Group of the program.
· Ensures monitoring data is collected and used in a timely manner to ensure critical sequencing and implementation of activities and ability to adapt interventions and timing as appropriate.
· Ensures M&E information is used to identify gaps and to develop timely strategies to advance accomplishment of the program.
· Ensures that appropriate technical, administrative and financial support is provided by the respective deparments and sections of the CO to enhance the capacity of the program team/field offices.
· Ensure that program is implemented in a cost-effective manner, within the approved budget framework and make sure that burnt rate is up to the expected level.
· Make sure that relevant colleagues and the team are giving adequate attention to fund management.
· Time to time visit the warehouses and review their documents. Also, visit FDPs as appropriate. Regularly monitor status of commodity and record keeping.
· Ensure timely Budget Performance analysis and take necessary corrective measures.
A) EDUCATION/TRAINING
Required:
§ Master’s Degree in international development field of study directly related to rural livelihoods, including agricultural and economic development, Disaster Risk Reduction and Climate Change Adaptation.
B) EXPERIENCE
Required:
8 years of experience in development and management of multi partner complex Projects/programs
Desired:
Experience and familiarity with issues related to the Productive Safety Net Program of the Government of Ethiopia
