Conduct Assessment for mapping the existing current disability services delivery system in the areas of education, health, rehabilitation, livelihoods and empowerment in order to create functional service linkage and referral system among government service providers, DPOs and NGOs partners.
Following the mapping of existing services in the region, service linkage and referral guideline will be developed, reviewed and validate by relevant government offices, OPDs and NGOs for their use. Orientation on the purpose and how to use the developed guideline will be provided to all concerned government service providers, DPOs and partner NGOs so as to effectively implement and operationalize the service linkage and referral system.
Conduct Awareness raising training on the rights of Persons with disabilities and promotion of equalization of opportunities to government relevant offices, DPOs and partner NGOs

Job Requirement
The Lead Consultant shall have the following qualifications and experiences:
An advanced degree in social sciences related to the topic.
10 years of practical research and project evaluation and assessment work experience in development with sound understanding of development issues, in particular as they relate to marginalized groups/inclusion.
Experience in disability inclusive development or issues that relate to persons with disabilities will be mandatory.
Practical Experience in conducting assessment, research, project evaluations and in capacity development and inclusion programs will be mandatory.
Excellent written and verbal communication skills in English language.
Ability to analyses and translate findings into practical guidance and present it in an appropriate format.
Knowledge of local disability service points is an asset.
Should have renewed license for consultancy service.
Members of the consultant team should have at least five years proven experience of leading and conducting assessments and evaluations on disability inclusive development programs in general and service mapping and referral linkage system development in education, health, rehabilitation and livelihood in particular.
