Role Purpose:
The MEAL Manager (Monitoring, Evaluation, Accountability and Learning Manager) will be responsible for the development/ implementation of program-wide M&E activities for Growth through Nutrition (GtN) at regional/ Area Office level. He/she is expected to ensure all aspects of program data - from data collection to result reporting are of high quality, implement MEL specific activities, ensure program compliance and provide technical support in M & E issue across all program staff at the area office and zonal level.
KEY AREAS OF ACCOUNTABILITY : Overall project planning and implementation: · Support regional tehmatic mangers managers to prepare annual GROWTH THROUGH NUTRITION work plan, intigarate nutrtion activities in to woreda sector plans · Support the zonal team to ensure that GROWTH THROUGH NUTRITION work plan is harmonized with annual woreda health sector plan; · Compile and submit detailed monthly and quarterly work plan to regional office; · Prepare and timely submit regional MEL specific activity plan · Actively engage on regional periodic re-planning and reprogramming of activities. · Review Growth through Nutrition work plans and budget plan and notify major deviations to senior program manager for timely action · Ensure timely implementation and effectiveness of GROWTH THROUGH NUTRITION related review meetings at zonal and woreda level · Provide MEL training to relevant local stakeholders as required and support such efforts of the Senior Monitoring and Evaluation Advisor/ Senior Research, monitoring and evaluation advisor. · Provides technical support to zonal team in project activity monitoring, data organization and utilization and report writing · Support and take initiatives in supporting WHOs statisticians, HMIS officers and others in use of data for decision making, simple analysis techniques using MS Excel and other public domain software · Work closely with other thematic managers and senior program managers to ensure coordination among partners, SCI nutrition and resilience projects and Growth through Nutrition technical specialists to ensure quality of project implementation and timely completion of the activities. · Ensure the integration of gender equality and women’s empowerment, a rigorous learning agenda, sustainable approaches, and most importantly convergence/overlay of multi-sector nutrition interventions (e.g. agriculture, livelihoods, education, health, humanitarian assistance) in the same geographic areas · Conduct quarterly quality bench mark/QMB · Ensure the establishend accountability mechnizemes are well functioning and collect and report CFRM on quarter base · Undertake additional taskes as given by the immidiate suppervisor
Monitoring and evaluation : · Coordinate and facilitate researchs (Base-line, mid-term and end –line ) activities of GROWTH THROUGH NUTRITION that will be conducted in the region · Actively participate in GROWTH THROUGH NUTRITION related regular and periodic assessments · Facilitate timely and regular programme monitoring in collaboration with regional program thematic coordinators and regional Program Manager. · Coordinate and lead all supportive supervisions, site visits, documentations of trainings, regional office review meetings, preparation of case studies, and make sure that these GROWTH THROUGH NUTRITION activities are well documented and track-able. in collaboration with other regional project · Timely review project reports and provide constructive feedbacks to regional and woreda teams · Identify and inform new developments in Growth through Nutrtion monitoring and evaluation to program staff · Undertake regular visits to the field and health facilities to support monitoring processes, spot check data collection, data quality using RDQA and LQAS, and reporting on programme progress · Actively participate in regular regional office project review meetings to assess progress ; · Keep on track the performance of the region’s activities according to the regional plan and inform the senior project coordinator if there are deivaiations from the plan · Develop and disseminate data collection tools for Woreda health Office, agriculture offices and facilities for electronic database system consumption and ensure their timely submission. · Ensure that project data are timely collected, enterd to databsed and used for quaratly and annual reporting · Support coordination and harmonization of partners and regional project activities, targets and indicators Documentation, learning and reporting: · Coordinate, prepare, and consolidate all reporting( monthly and quarterly) activities of the region in collaboration with regional thematic coordinators, regional Program Manager and others as needed, · Ensure timely submission of all project training reports, health centre and health post aggregate reports, livelihood reports and oversee their entry in to electronic database software. · Timely submit review meeting proceedings and field travel reports to regional office for documentation; · Share bi-weekly updates with regional GROWTH THROUGH NUTRITION team; prepares monthly and quarterly project progress reports and submits to the concerned bodies in timely fashion · Identify and collect potential success stories and best practices relating to GROWTH THROUGH NUTRITION for documentation on regular basis ; Staff Management, Mentorship, and Development for Data Entry Clerk · Ensure and manage appropriate staffing within area of responsibility · Ensure all direct reporting team have accurate and up –to- date JD · Sets standard and agreed performance objectives for all direct reports, monitor progress regularly and document · Conducts midterm and end line performance review, documents and submits to HR · Ensure all new recruited staff gets Fraud, SS and Child safeguarding training and monitor the progress · Ensure staff submit accurate time sheet on monthly basis on time · Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up

Minimum of Bachelor Degree in Statistics, M&E/Social science and Public health, public health nutrition related.
• Minimum of 5 years progressively responsible experience with NGOs or other organizations, including significant experience developing and managing monitoring and Evaluation system.
• Proficiency in Computer (MS=Access, Excel, Word and one of the statistical software such as SPSS or Epi=Info), training in program design, monitoring and evaluation
• Demonstrated skills in program planning, implementation and monitoring.
• Proficient and skilled in report writing
• Able to program and mange MS Access database
• Strong interpersonal skills
• Drive to effectively develop self, others and the team
• Proficiency in spoken and written English.

• Knowledge of local language of the area is required.
