BACKGROUND
DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UK aid-funded program, Enterprise Partners (EP), which aim to support and transform the private sector and Ethiopia’s continued economic growth over seven years.
EP is utilizing the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.
EP’s pillars are:
· The Finance Group aims to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment. It also includes technical assistance facility to participating financial institutions for two WB-led initiatives, aiming to improve access to finance to SMEs with particular focus on SMEs engaged in manufacturing/agro processing/tour/construction sector and SMEs whole or partly owned by women[1].
· The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.
Background specific to this assignment
Enterprise Partners has been partnering with the Ministry of Trade and Industry (MoTI) and other key private and public sector institutions to facilitate the development of roadmaps and strategies intended to facilitate the industrialization and export promotion of priority sectors. Currently, policy recommendations are finalized and validated by key stakeholders and ready for implementation.
Some recommendations have already been endorsed by the government and implementation is underway. For others, it has become evident that additional centralized coordination support is mandatory to push the implementation; as multiple stakeholders need to come together and work simultaneously and seamlessly. However, with the recent restructuring and the turnover over of leadership implementing institutions like MoTI need additional support to help avoid the possible risk of shelving recommendations.
Hence, an individual technical support provider/consultant is required to support one of the State Minister’s at MoTI and his team in line with details below.
PURPOSE
The Technical Assistant/ Consultant is expected to
· Provide coordination support to the Ministry of Trade and Industry to ensure simultaneous and seamless implementation of policy recommendations aimed at facilitating exports and industrialization
SPECIFIC TASKS (SoW)
· Support the implementation new directions in selected sectors in close coordination with the State Minister at MOTI
· Follow up on the performance of relevant institutions against agreed work plan
· Compile timely complaints and or suggestions from the private sector for further actions by the Ministry
· Call regular meetings with the private sector on various issues and follow-up on action items
· Set up a steering committee from relevant institutions and serve as secretariat of the committee
· Liaise with relevant government offices and lead regular progress update meetings
· Draft memos and circulars
· Support revisions in policies/proclamations by drafting content, liaising with subject matter experts and researchers
· Overall advisory services to MOTI on actions to be taken by various institutions focusing on the recommendations
WORKING ARRANGEMENTS
· The contract will be for six months with maximum of 100 working days. The consultant is expected to be based at the MOTI and submit time sheet based on the level of effort to accomplish activities.
· On a daily basis, the consultant will report to the State Minister but on key milestones as per the ToR she/he will report to the Sector Coordinator of EP.
EVALUATION: Enterprise Partners will review the submitted CVs in accordance with the specific qualification and experience requirements and specific tasks listed stated above. Applicants should clearly indicate their experience and previous engagements in line with the specific requirements listed.
BUDGET: Based on the number of man-days indicated above, the consultant is expected to propose a daily rate. Note that EP will be covering accommodation and travel related expenses over and above the consultancy fee.
MODE OF APPLICATION: Applicants are expected to submit detailed CV with at least three references; preferably who are testament of the consultants’ performance in the past. Applications should be submitted as per the deadline indicated in the advertisement of the post.

QUALIFICATION AND EXPERIENCES REQUIRED
The potential technical assistant/ consultant is expected to fulfill the following criteria:-
Education - Postgraduate level background in Economics, MBA or other related social science
Experience and skills
1. At least 7 years experience in coordinating multi stakeholder programs nationally and internationally
2. Specific policy analysis and implementation experience in the Ethiopian public sector and awareness of the current economic and structural reforms in the country
3. Detailed awareness of priority sectors in the country including key constraints, key stakeholders and national strategies and road-maps
4. Previous proven experience in advising high level government officials in policy implementation and coordination
5. Excellent communication and interpersonal skills and ability to perform in diverse and multicultural environment
6. Excellent writing and presentation skills
